**Position Summary**:
**KEY ACCOUNTABILITIES**:

- Procurement lead on projects providing direction and decision-making for team members by various proven procurement methodologies, best practices, governing laws, policies and market conditions relevant to the purchase, ensuring fair and transparent Procurements;
- Monitor procurement activities to identify initiatives based on spending data and types of procurement which meet the criteria to implement a competitive process;
- Prepare and drive RFXs with internal customers and supply base. Develop RFX requirements in conjunction with the Business Unit Lead, defining appropriate procurement methods, supporting operational goals/objectives and devising creative solutions to meet the procurement needs of various Departmental clients;
- Identify savings and process improvement opportunities through ongoing review of spend categories with consideration of opportunities for contract consolidation and preferred suppliers by department and category;
- Negotiate price and delivery by specifications to ensure products/services purchased are cost-effective, meeting quality and delivery requirements;
- Maximize opportunities using preferred vendor list, consortium and group purchasing, utilize Vendors of Record and maintain vendor performance;
- Improve financial performance through cost reduction, continuous improvement initiatives, data analysis, and management and implementation of strategic sourcing initiatives;
- Work in cooperation with other inter-company departments for projects related to cost savings initiatives by supporting the sourcing and quotation process;
- Keep records of all agreements in Ornge, managing expiry dates, extensions and general contract administration;
- Coordinate with Business Units on the performance of their vendors, track performance issues, and assist in resolving issues;
- Coordinate the risk assessment and management program of all contracted vendors and collaborate with the Risk team to document risks and business continuity plans for critical vendors;
- Meet with Business Units regularly to discuss all contracts for their area.
- Give ample notice to team members and business units of the upcoming expiry of agreements; and
- Complete all Ministry requirements for reporting annually, monthly and as required.

**QUALIFICATIONS**:

- 5 + years’ experience in both Public & Private Procurement / Supply Chain Management;
- Post-Secondary education in a related field preferred or equivalent combined years of experience;
- Proven track record with strategic sourcing and contract administration activities and understanding of working with various proven procurement methodologies.
- Strong inclination towards continuous improvement and proven ability to perform effective data analysis;
- Must be able to drive contract initiatives with suppliers and internal customers.
- Must possess strong contract management, project management, facilitation and organizational skills;
- Exceptional negotiation skills and strong contract language skills; and
- Works well independently and as part of a dynamic team of professionals.
