The Manager, Procurement Management is responsible for the technical expertise, support of the direction and leadership and overall performance of procurement. This includes supporting the governance, compliance and reporting for the procurement function. Responsible for protecting the organization by ensuring compliance of internal, government and legal requirements with appropriate and prudent risk management practices.

**Required Skills**:

- Provides procurement advice and options throughout ESA over procurement methods and cost-efficient processes, supports the development and leadership of the corporate purchasing strategy which promotes good procurement practice with due regard to sustainability, ethical purchasing standards and the Broader Public Sector.
- Responsible for leading the full range of procurement processes in a cross-functional not-for-profit environment including the following:

- Requirement analysis
- Financial justification and planning
- Defining product solution specifications,
- Mandatory and optional requirements,
- Develop, prepare, coordinate and review RFP, RFI or RFQ Documents
- Evaluation Matrix
- Manage bid
- Complete negotiations with vendors on contract terms and monitor performance against those contracts.
- Develops, implements and manages contracts and service level agreements for the procurement of goods, services, and leases.
- Participates in the selection of appropriate suppliers and contractors.
- Document savings and benefits from procurement activities.
- Develop and recommend governing documentation, communication vehicles and management systems in support of procurement, and contract management activities.
- Continually assess, evaluate, and effect change with the objective to enhance the quality and effectiveness of financial processes, information systems and models for procurement.
- Ensure compliance with ESA’s procurement policy, procedures and ensure they are aligned to broader public sector standards.
- Prepare and deliver procurement training, information sessions and other communications.
- Responsible for supporting the overall performance of procurement.
- Develop meaningful partnerships across the organization to build advocacy, foster collaboration, establish trust and promote the value of procurement management.
- Introduce and promote innovative procurement solutions and initiatives, which will deliver cost reduction, productivity, efficiency and/or service improvement opportunities.
- Provide expertise and consultation on procurement services to internal staff.
- Increase visibility of procurement activities, represent procurement in cross-functional providing expertise and guidance on enterprise wide initiatives and actively participate in project committees.
- Assess and develop internal control concepts, practices and standards to ensure financial integrity and effectiveness, providing assistance, advice, guidance and recommendations on interpretations and improvements of policies, practices and procedures.
- Lead the annual review of all procurement documentation to ensure that all legal and legislative requirements are applied to and are evident with the solicitation documentation, policies and processes.
- Protect the organization by ensuring governance and compliance of internal, government and legal requirements with appropriate and prudent risk management practices.
- Support the development and execution of policies and procedures in support of procurement.
- Maintain an awareness of the latest developments in the areas of procurement.
- Responsible for establishing and monitoring procurement performance metrics.
- Act as a control point, reviewing procurement related documentation as required, including but not limited to single source review and publically posted solicitation documents.
- Responsible for ongoing contract administration including monitoring vendor performance and capability, resolution of disputes, breach of terms and conditions including non-performance
- Responsible for regular reporting including contract measurement against project budget, project forecasts, project status, cost savings and other metrics
