The Neighbourhoods Services section helps people to build and belong to communities that matter. The Section works directly with citizens, neighbours, community groups and other partners to ensure caring communities that are safe, healthy, vibrant, and inclusive. Reporting to the Management Supervisor of the Strategy and Resources Unit within Neighbourhood Services, the Strategic Analyst will work across the section to support planning, evaluation and research of community efforts pertaining to (but not limited to) community development, park and facility development, parkland amenity licensing, and neighbourhood/district community strategic plans. The position is responsible to support the section and strategic alignment through quarterly and annual reporting, developing and analysis of evaluation matrices, tracking of key performance indicators, researching, issues management, and project assessments.
- Regularly review plans and prepare reports related to the progress on strategies, initiatives and outcomes identified in those plans
- Support the developments and monitoring of a robust set of key evaluation metrics for the section.
- Provide leadership, research, analysis, monitoring and recommendations on a wide variety of issues
- Lead the development and implementation of business intelligence for the section
- Collaborating with both internal and external stakeholders as needed
- Coordinate information and data gathering for quarterly and annual reports
- Conducts qualitative research projects to aid in evaluation, assessment and development of recommendations
- Gather information and data, compile and develop maps, charts, graphs, etc. to share complex information in a concise way
- Use a project management framework to plan and oversee initiatives to ensure partners are engaged, roles are clear and work is completed in a timely way to meet corporate and community needs
- Provide regular communication and updates on project status
- Ensure projects are completed on time, and within scope and budget
- Prepare business cases, Council/Committee reports, memos and briefing notes
- Lead in the development, creation of performance measurement tools and data collection tools and processes
- Develop and implement consistent and repeatable performance measures and dashboards that can be evaluated and supported
- Conduct analysis of performance data, trends, and program success/effectiveness
- Participate in the development or design of services, programs and projects based on research, data and evaluation
- Develop and support workflow and communication within the Section and Branch
- Work with the Management Supervisor, Leadership Team, Administrative Support to develop and present to various audiences
- Take a City Plan and cultural values and competencies approach to the work

**Qualifications**:

- University Degree in business administration, recreation, public administration or a discipline as required by area of specialization
- A minimum of two (2) years of progressively responsible experience in a combination of research, evaluation development, and reporting
- 5 years of related experience in working with and implementation of strategy
- Experience working with government and/or large organizations
- Demonstrated increased responsibility in managing complex projects and issues management
- Experience developing performance measurement indicators and evaluation matrixes
- 3+ years experience working with multicultural, Indigenous or vulnerable populations, considered an asset
- Ability to work effectively with senior management positions across various departments
- Experience in project and process management including the ability to effectively gather, synthesize and analyze data
- Demonstrated familiarity with Google platform an asset
- Effective time management skills and a demonstrated ability to manage multiple projects simultaneously
- Ability to promote a culture of team, respect and inclusiveness, and support colleagues
- Highly skilled in written and verbal communication skills for a variety of audiences
- Proven skills in establishing and maintaining effective relationships
- Highly developed problem solving, critical thinking and planning skills
- Demonstrated negotiation and problem resolution skills involving multi-party interests
- Ability to articulate the role of municipal government and jurisdictional responsibilities related to the provision of social services
- Hire is dependent upon a Police Information Check satisfactory to the City of Edmonton and is a requirement of this position, there may be a cost associated with this requirement
