Shared Health leads the planning and coordinates the integration of patient
- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

**Position Overview**:
Reporting directly to the Chief Operating Officer, Emergency Response Services (ERS), the Director Emergency and Continuity Management is a member of the ERS Executive portfolio, and as such will help to develop and operationalize portfolio strategies aligned with the strategic plan of the organization.

The Director of Emergency and Continuity Management leads planning and overall coordination of ECM operations.

**Experience**:

- Five to ten (5-10) years of relevant progressive management and operational leadership experience within a large, complex organization with multi-disciplinary operational teams is required.
- Experience in leading in a health-related team is an asset.

**Education (Degree/Diploma/Certificate)**:

- Graduate degree in a relevant discipline or the equivalent related experience and expertise.
- Specialization relevant to the work to be performed; designation as a Certified Emergency Manager (CEM), Canadian Risk Management (CRM) and/or Certified Business Continuity Professional (CBCP) is an asset.
- An equivalent combination of education and experience as recognized by Shared Health will be considered.

**Certification/Licensure/Registration**:

- Current registration with the International Association of Emergency Managers (IAEM) Canada, the Association of Healthcare Emergency Preparedness Professionals (AHEPP) or the Disaster Recovery Institute (DRI) Canada is an asset.

**Qualifications and Skills**:

- Successful track record overseeing a team in a complex, fast-paced, and dynamic environment.
- Demonstrated leadership capabilities. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework.
- Knowledge of Emergency and Continuity Management practices.
- Knowledge of health services delivery within Provincial, Acute, Community and Long-Term Care services and sectors.
- Knowledge of the geo-political health and socio-economic environments in Manitoba and related risks.
- Knowledge of Federal, Provincial, and Municipal Emergency Management programs and services, including legislation, statutes, and regulations.
- An understanding of technology and software related to Emergency and Continuity Management, including emergency mass notification software and Geographic Information Systems.
- Human resource skills, including oversight of skilled professionals, policy development, succession planning, retention, coaching and development and fostering employee engagement.
- Organizational, strategic planning and facilitation skills.
- Adaptable, open-minded person with strong critical thinking, risk assessment, analytical and problem-solving skills, and ability to shift priorities in a changing environment and promote a high degree of ethics and integrity.
- Experienced, empowering leader, capable of making difficult decisions yet open minded, flexible and willing to work with others including his/her team to carve out a vision, strategy and operational tactics.
- Creative, solution-focused problem solver, with the energy and tenacity to work through a complex system with multiple challenges.
- Excellent communication and interpersonal skills, with the proven ability to build relationships and influence at all levels of the organization.
- Proven ability to develop partnerships and work collaboratively with external stakeholders.

**Physical Requirements**:

- May be required to travel throughout the service area requiring a valid Manitoba driver’s license and use of a personal motor vehicle.
