**Job Summary**:
Reporting to the Commissioner of Social and Community Services, the Director of Housing Services ensures the Region meets its legislated obligations as Consolidated Municipal Service Manager for Assisted Housing. This involves the comprehensive planning, management and delivery of existing and new housing programs, including delivery of new units, rent supplements, portable housing benefits and oversight of 25 non-profit and cooperative housing providers. The position is responsible for the management and planning of homelessness prevention/supportive housing programs and services, including encampment mitigation. The Director has primary responsibility for the development, implementation and reporting on the Region’s Comprehensive Housing Strategy (CHS) - the legislated 10-year Housing and Homelessness Plan.

The position provides leadership to the Region’s assisted housing development portfolio. This is the mechanism Halton Region uses to create additional emergency shelter, assisted and supportive housing opportunities for low-income and precariously housed residents. Working across divisions/departments the position ensures the Region is ready to capitalize on multi-year and one-time federal and provincial funding opportunities. The Director, Housing Services also serves as the Chief Operating Officer (COO) of the Halton Community Housing Corporation (HCHC). The position provides direct operational leadership to 2,280 units across 39 housing properties that are home to just over 6,000 tenants.

**Duties & Responsibilities**:

- Provides strategic leadership for the development, implementation and progress reporting related to the Region’s Comprehensive Housing Strategy.
- Responsible for monitoring trends and developing new policies, programs and services to meet the current and future emergency shelter, supportive and assisted housing needs of Halton residents.
- Acts as the primary point of contact with senior provincial and federal staff on housing and homelessness issues - works in close partnership with the Region’s Government Relations Team to advocate to senior levels of government. Assesses federal and provincial funding opportunities and recommends regional participation where appropriate.
- Works with internal and external stakeholders to create new partnerships, identify viable land and purchase opportunities to create new capital units in support of the Region’s Assisted Housing Development Portfolio Approach.
- Works with internal partners to ensure capital upgrades to non-profit and co-operative housing properties are completed on-time and on-budget.
- Works with community housing providers to negotiate renewed operating agreements after current obligations end to protect existing housing stock.
- Ensures all regional, federal, and provincial timelines and performance targets are met, including Regional Strategic Plan priorities and obligations as Consolidated Municipal Service Manager for assisted housing.
- Monitors divisional expenditures and allocations to ensure all programs and services operate efficiently and within their prescribed budget.
- Manages numerous third-party funding agreements, including monitoring, compliance and ongoing reporting to the federal and provincial levels of government as appropriate.
