**Job Summary**:
Reporting to the Manager, Homelessness & Supportive Housing, this position provides direct supervision of a multi-disciplined team responsible for administering Halton Region’s Housing Stability fund, homelessness prevention and Coordinated Access programs.
**Duties & Responsibilities**:
- **Supervision and Staff Management**: Oversee the supervision of the Housing Stability Fund and homelessness programming, ensuring program compliance, integrity, and customer service standards are met. Recruit, orient, train, and manage staff performance within and outside of a unionized environment, providing conflict resolution and conducting annual performance reviews.
- **Transformational Leadership**: Act as a champion for innovation and change within housing and homelessness services by bringing a creative, dynamic, and compassionate approach to program delivery. Foster an inclusive environment that centers equity, diversity, and the lived experiences of clients and staff. Utilize emotional intelligence to inspire your team, advocate for systemic improvements, and ensure that service delivery is respectful, empathetic, and responsive to the unique needs of all community members.
- **Program Improvement and Quality Assurance**: Enhance and modernize homelessness programs through continuous quality improvement practices. Develop and implement internal policies and procedures, conduct regular audits to ensure program eligibility and integrity, and use empirical evidence to drive program and policy development.
- **Program Delivery and Compliance**: Ensure effective delivery of programs and achievement of outcome targets as set by the Province and/or divisional management. Monitor compliance with related funding agreements, oversee program reviews and evaluations, and provide direction on technical and policy matters to Housing and Community Services providers and staff.
- **Operational Management**: Develop and implement operational guidelines, procedures, and reports for effective management of homelessness prevention programs, Coordinated Access and the By-Name list. Oversee and manage the budget for housing and homelessness programs, ensuring efficient use of resources. Develop programs and policies to support and enhance operational needs, ensuring alignment with strategic goals and regulatory requirements.
- **Customer Service and Community Engagement**: Maintain high customer service standards by addressing participant crises, responding to inquiries promptly, and fostering partnerships with Coordinated Access Entry Points and community service agencies. Liaise with other Supervisors and Divisions to improve service delivery and provide coverage for Housing Services Management Staff as needed.
- **Performance Measurement and Reporting**: Measure and report on the status of initiatives under the portfolio. Develop and maintain annual waitlist data dashboards, analyze supply and demand metrics, and handle other relevant analytics to support decision-making and program improvements.
**Skills & Qualifications**:
- A degree or diploma in Human Services, Social Services, or a related discipline.
- At least two (2) years of progressive supervisory experience, and a minimum of five (5) years of experience in the social housing or social services sector.
