**Project Manager***:
The Regional District of Kitimat-Stikine is seeking an individual for the position of Project Manager. This is a permanent full-time position offering a competitive salary and a full range of benefits.

- Stikine region is the traditional homeland of the Tahltan, Nisga’a, Gitxsan, Wet’suwet’en, Tsimshian, and Haisla Nations. Spanning a geographic area of 110,000km² the RDKS is home to almost 40,000 people and includes the five incorporated municipalities of Terrace, Kitimat, Stewart, New Hazelton and the Village of Hazelton.

Reporting to the Director of Works & Services, the Project Manager is responsible for performing complex and varied engineering and project management work that may involve project design and management for large projects. The Project Manager applies proper principles and practices of the profession to ensure results are achieved in a sound and practical manner.

**Direct Reports**:
There are no direct full-time Regional District of Kitimat-Stikine (RDKS) employee reports to this position. There may be the opportunity from time to time to bring on an engineering tech or summer student to fill identified capacity shortfall. This would be pending financial viability.

Outside of the organization, the Project Manager will often be required to direct and manage consultants and/or contractors.

**Major Duties and Responsibilities**:

- Analyzes and assesses requirements and recommends optimal methods for achieving objectives.
- Responsible for overall project budgets and monitors and controls costs ensuring the effective and efficient expenditure of allocated funds. Participates in short and long-range planning. Completes business plans to prove out new services.
- Makes decisions and provides recommendations on a variety of issues with broad policies and mandates as guidelines. Uses ingenuity to devise original, practical, and economical solutions.
- Prepares and reviews project designs, technical reports, request for proposals for consulting services, tender and contract specifications for construction projects. This includes planning and implementation of capital projects, delivery of water and wastewater initiatives; asset management and planning, feasibility studies and technical reports, and providing recommended actions. May be required to negotiate technical or financial interest on behalf of the RDKS.
- Provides technical leadership and project management for planning, design and monitoring of waste management facilities including landfills, recycling depots and transfer stations. Involvement with waste management master plans, environmental assessments, diversion, and disposal strategies is also anticipated.
- Under the direction of the supervisor, directs the actions of consultants recommending changes to scope and negotiating new terms as required. Deals with full range of project dimensions that may include legal, property, public contact, and liaising with various levels of government, and other regulatory bodies.
- Work closely with direct supervisor and senior staff of other departments (i.e., Planning, Solid Waste, Operations, and Finance), evaluate operating alternatives and approaches for the delivery of water and wastewater services, with a goal of integrating the services within the RDKS Strategic Plan.
- Manages and responsible for contract process including preparing or reviewing contract documents, evaluates consultants’, and contractors’ and their work.
- Assists in tender process and analysis for work to be carried out, and ensuring projects are completed on time and budget.
- Acts as a project leader and actively works to encourage teamwork, collaboration, and efficiency.
- May require filling in for supervisor when appointed. Act as a resource for presentations and questions to the Regional board, committees, and municipal councils.
