Request for Proposal - Project Services - Project Management, Advisory, and Financial services support for Construction Project/s
1. Summary of the Requirement
Katzie First Nation (Katzie) is issuing this RFP to invite interested and qualified Proponents to submit a Proposal for the services of a consultant, or a team of consultants, to provide project management support, advisory services, and financial services support for Katzie First Nation Treatment and Healing Centre project (“Project”).
Financial services support as outlined in the Financial Services Support section (3(4) Services, ALL STAGES Finance Support Services), may be excluded from the RFP should this service not be available, and must be clearly indicated on the Proposal.
As part of this project, the consultant will work alongside Katzie to support project delivery, as appropriate. Capacity building and knowledge transfer with Kazie will form an important part of the services.
The successful Proponent will be contracted as a Project Manager to represent the interests of Katzie to ensure project objectives are met, as appropriate. All Services are to be provided in regular consultation with Katzie.
2. Background, Objectives and Scope
Katzie intends to award for project management support, advisory services and financial services support for Project. The purpose of this RFP is to select project management support, advisory services, & financial services support for construction project service provider(s) that have the experience and capabilities to potentially support Katzie needs.
Katzie First Nation is an Indigenous community situated in the Lower Fraser Valley region of British Columbia. They are traditional hənq̓əmínəm̓ speaking people. Katzie have lived in their traditional territory, which includes sq̓ə́yc̓əyaʔɬ x̌acaʔ (now know as Pitt Lake) and the surrounding streams, rivers, and lands within the present-day municipalities of Pitt Meadows, Maple Ridge, Surrey, Langley, and surrounding areas, for thousands of years.
Katzie people hold a deep spiritual connection to their land and trace their origins to their Ancestors. Their Ancestors named their territory q̓ic̓əy̓ "land of the moss" as a tribute to the beauty and abundance of this land. The name was given by a powerful benefactor known as Swaneset, who directed the Katzie people to gather at a site on the Fraser River where they were to build a village using moss. This site is now known as Hammond, and it is considered sacred to Katzie. They have a special bond with the wetlands and are committed to preserving them according to their traditional teachings and practices.
Katzie First Nation has a population of approximately 614 members and has an elected Chief and Council, which govern the community. The Nation has a community center, a school, a health centre and a number of other community-owned facilities and businesses. Katzie First Nation is a proud and traditional Indigenous community that works to preserve its culture, traditions, and language for future generations.
Project Overview
The Katzie First Nation Treatment Centre is a land based treatment and healing program that will reconnect people to the land while providing supports to practice, revitalize, and reclaim traditional Indigenous wellness customs. Katzie First Nation prides themselves in the process of recovery, healing, strengthening family systems, and witnessing the journey of not only recovery from addictions but also the journey of holistic wellness.
The 20 bed 12,000 sq foot residential treatment program, serving men, women, and non-binary individuals, is grounded in Indigenous cultural practices and holistic healing, utilizing the medicine wheel and recognizing the importance of balance in the four aspects of self - mental, emotional, spiritual, and physical wellbeing. The programming and services will incorporate traditional healing and ceremony, traditional language programs, land based initiatives and activities, elder support and more. Furthermore, the programming will address social and historical contributors to violence, trauma, mental illness, and addictions unique to the experience of Indigenous people.
The programs intake will be based on rolling admissions, ensuring that individuals can access services at any point during the year and providing a consistent flow of clients into the program. Services will span the continuum of substance use supports - emphasizing withdrawal management and aftercare programming. The Katzie First Nation Treatment Centre will operate on a harm reduction approach, ensuring barrier-free access to services.
