The Environmental Services Team of the Department of Public Works plays a pivotal role in ensuring new and existing infrastructure in our Province is sustainably developed and managed to minimize risks to our environment.

We have an exciting opportunity for a Manager, Environmental Services, perfect for a person who has broad, well developed technical skills in the planning and execution of infrastructure projects, such as highway and building construction/maintenance.

**About Our Opportunity**:
Reporting to the Director of Highway Engineering and Capital Programs, you will lead a team of engineers and environmental scientists who identify environmental issues and develop solutions.

The manager is accountable for providing effective management and delivery of environmental design and environmental science services for the execution of: provincial major infrastructure, including construction of highways and buildings, and remediation; maintenance and operation of highways and Public Works managed facilities; managing environmental contingent liabilities associated with contaminated sites; Public Works compliance with environmental legislation and associated regulations, including development of policies and procedures that support compliance.

**Primary Accountabilities**:
Some of the primary responsibilities will be:

- Accountable to complete environmental screening of all major highway and bridge design projects undertaken by Public Works Highway Engineering and Construction, prior to construction in keeping with good practice and compliance with provincial and federal environmental legislation. Conduct formal environmental assessments, including public consultation, as required by legislation and manage implementation of associated conditions of approval.
- Facilitate major infrastructure construction undertaken by the Public Works Building Project Services Division, as well as construction and maintenance, and property acquisition/disposal undertaken by Public Works, including re-development, and restoration of provincial properties. This includes conducting phased environmental site investigations to identify potential environmental liabilities, as well as regulated building material inventories, followed by developing and implementing the necessary environmental remediation plans including the replacement of underground fuel oil storage and dispensing equipment as per regulations, and environmentally appropriate deconstruction including removal and disposal of regulated building materials.
- Maintain a wetland bank in support of provincial infrastructure and maintenance activities. Design and implement fish habitat restoration projects, as required. Manage program for Public Works regulated drinking water supplies, including regulated monitoring and design and installation of on-site water supplies, and troubleshooting. Provide support to other provincial departments as required.
- Manage Public Works impacted sites in accordance with Contaminated Site Regulations and industry best practices. Forecast environmental contingent liabilities in accordance with recognized accounting standards. Use risk-based processes to prioritize investigations. Provide support to other provincial departments and agencies, as requested. Manage program for Public Works petroleum storage tanks, including design, installation and maintenance of fuel storage and dispensing systems.
- Manage complex site decommissioning projects, including regulated materials abatement and building deconstruction, with expertise in specifications and tendering, contract management and dispute resolution. Manage standing offers for procurement of various environmental services, including: environmental consulting services; senior environmental advisory services; water testing; and petroleum systems installation and maintenance. In addition, prepares public tenders for construction services for remediation and deconstruction of buildings and other infrastructure; and administers resulting contracts.

**Qualifications and Experience**:
Completion of a Bachelors’ Degree in Engineering plus several years of related experience which must include managing people, projects and contracts or an acceptable equivalent. A thorough applied understanding of environmental legislation, regulations and standards is required.

It is required that you are a licensed (or eligible to be licensed) as a Professional Engineer registered with Engineers Nova Scotia and an asset if you meet or are close to meeting the “Site Professional” qualification specified in the Nova Scotia Contaminated Sites Regulations.
