The Manager for Procurement and Administration plays a critical role in ensuring the production and media buying practices of Communications and Engagement adhere to the highest standards of accountability, compliance, and customer service. The position provides oversight and leadership to the procurement team and also ensures the administrative team and operations support the function of the entire organization and comply with Government of Manitoba standards for accounting, human resource coordination, asset and office coordination, and customer service.

Qualifications:
**Essential**:

- Post-secondary education in administration or a related field and several years of related experience.
- Extensive experience in media buying and/or production practices within a government or other public sector or non-profit environment.
- Experience in overseeing administrative practices within a government or other public sector or non-profit environment.
- Experience leading complex projects in a large organization, ensuring adequate governance, stakeholder engagement, change management and adherence to budget and outcomes.
- Advanced leadership skills with the ability to lead through influence.
- Strong interpersonal skills
- Strong written communication skills
- Strong verbal communication skills
- Strong analytical and problem solving skills
- Strong political acumen

**Duties**:
Reporting to the Director, Operations, the Manager, Procurement and Administration’s key responsibilities are to;
- Lead the procurement team in all matters to do with advertising, communications and online media buying for all government departments and crown agencies and the production of related print and electronic materials for government.
- Provides the ADM and management team with financial information and accounting procedures as well as information on current departmental and government policies, procedures and practices in the fields of personnel, accounting, records and facilities management.
- Oversee all office management, including: inventory management and strategy, circulating and enforcing health and safety procedures and protocols, and records management.
- Provides the ADM and management team with up-to-date reporting of procurement practices including standing offers, RFPs, direct awards, and vendor engagement.
- Implement accountability mechanisms, monitor performance measures and outcomes, take corrective action where required, and report to senior leadership.
