Under the general direction of the Manager of the Municipal Accommodations Division, the Building Maintenance Program Manager provides leadership and guidance in the execution of maintenance programs and initiatives through an integrated multi-disciplinary team approach that strives for innovation, excellence, safety and efficiency in the provision of building maintenance services. The Building Maintenance Program Manager has up to 65 staff resources assigned to support investment decisions, program and project delivery as it relates to the maintenance of over 1,600 building and non-building assets under the jurisdiction of the Municipal Accommodations Division. The types of programs and projects include, but are not limited to, provision of structural, mechanical, heating, ventilation, air conditioning, electrical, envelop, interior, building automation, controls, security, access control, CCTV, fire and life safety systems, building assessments, preventative maintenance, work management system, etc. The Building Maintenance Program Manager manages maintenance projects and programs throughout a building’s life-cycle (75+ years) and ensures effective teamwork and communication, high standards of work quality and organizational performance, and continuous learning.

The Building Maintenance Program Manager develops a maintenance program and service delivery with undefined service outcomes. The Building Maintenance Program Manager leads, facilitates, coordinates, and provides direction, monitoring and oversight for maintenance activities within the branch to ensure that the benefits of investments are realized in a safe, efficient and effective manner. This position is expected to develop and maintain strong relationships with internal business owners throughout the asset’s lifecycle.

The Building Maintenance Program Manager will work closely with the Manager of Municipal Accommodations and Departmental AMO’s to ensure that investment of funds align with work outcomes and that the benefits align with the business owner expectations.

**As the **_Building Maintenance Program Manager,_** **you will:

- Develop investment (capital and operating) plans for the building maintenance service including the provision of assessment services for the building inventory under the jurisdiction of the division: 1,600 assets (approx.).
- Provide leadership, expertise and guidance to staff in the Maintenance Branch to successfully implement programs, projects and initiatives, while achieving the benefits of investment.
- Manage overall program staffing which includes recruitment, training, coaching, monitoring, discipline in accordance with WAPSO and CUPE collective agreements, various administrative standards, workplace safety requirements and best practices.
- Provide ongoing collection and dissemination of program and project information.
- Accept the building / system in a project turnover process for the provision of maintenance services.

**Your education and qualifications include**:

- Bachelor of Science Degree in Engineering (Mechanical, Electrical, Structural, Civil or Industrial).
- Master’s Degree in Engineering is desirable.
- Fourth Class Power Engineering Certificate is desirable.
- Successful completion of the associated professional designations in addition to the education listed above including a Professional Engineering designation from APEGM.
- Attainment of a Project Management Professional (PMP) designation/Prince II certification and certification in Asset Management, and ADKAR is desirable.
- Certificate in Quality Management would be considered an asset.
- Minimum of 8-10 years’ experience in Facility Maintenance services including investment and resource Planning and Maintenance Program Delivery, preferably in a public sector environment.
- Experience with strategic planning at a senior level, including managing complex organizational change and determining and setting priorities based on organizational mandates and initiatives.
- Experience providing strategic advice, leadership and guidance to Senior Management on multiple projects/programs specifically related to the provision of maintenance services.
- Knowledge in the delivery of maintenance programs and projects which includes demonstrated knowledge of the various building systems (electrical, mechanical, HVAC, structural, security, controls), construction, codes, safety legislation and best practices.
- Knowledge of databases and the ability to use, update and otherwise manipulate the data.
- Previous success leading large-scale change initiatives, navigating complex environments and influencing desirable outcomes through positive and collaborative relationship management.
- Excellent analytical, problem-solving and decision-making skills.
- Excellent verbal and written communication skills with the ability to communicate with all levels of staff, stakeholders and the public.
