Edmonton, Canada Government of Alberta Full time

**Job Information**:
Job Requisition ID: 36873

Scope: Open Competition

Closing Date: January 14, 2023

Classification: Manager Zone 2

Ministry: Office of the Child & Youth Advocate

Location: Edmonton

Full or Part-time: Full-time

Hours of Work: 36.25 hours per week

**About Us**:
The Office of the Child and Youth Advocate (OCYA) is an Office of the Legislature. Our Office provides advocacy for children and youth receiving or seeking to receive services under the _Child, Youth and Family Enhancement Act_ and the _Protection of Sexually Exploited Children Act_, and youth involved with the youth justice system. The OCYA is also responsible for providing legal representation for young people in matters related to the _Child, Youth and Family Enhancement Act_ and the _Protection of Sexually Exploited Children Act_. The OCYA conducts investigations and reports on issues arising from the serious injury to or death of a young person. The OCYA engages stakeholders in understanding the importance of respecting young people’s individual and collective rights, interests, and viewpoints, as well as delivers public education.

The Office of the Child and Youth Advocate is committed to a diverse and inclusive public service that reflects the population we serve to best meet the needs of Albertans. We are committed to an inclusive workplace that welcomes, respects, and values the diversity of our employees. We also support them to be actively engaged in the workplace and the work we do to meet the needs of Alberta's young people.

**Role**:
Investigators are passionate about effecting meaningful systems changes so that young people in Alberta experience better outcomes and succeed in their lives and communities. In this role, you will:

- Conduct systemic and mandatory reviews into the death and serious injury of young people who were receiving designated services at the time of their death or serious injury or within two years of their death, or those young people who were involved with the youth justice system at the time of their death.
- Review and synthesize information gathered from various child-serving ministries and professionals to gain a fulsome understanding of a young person within the context of their families and communities.
- Synthesize/summarize complex information into key ideas and relay it in an organized, clear, and concise manner, highlighting relevant issues related to systemic gaps, service and supports and public assurance.
- Conduct interviews with a young person or those who knew the young person and/or those who provided services to the young person and their families.
- Collaborate with professionals, and internal and external stakeholders to inform the investigative reviews and develop networks.
- Write and release investigative review reports that align with the style of the OCYA, are non-identifying, non-fault finding, and provide commentary on public assurance, services and supports and/or systemic issues.
- Develop recommendations on ways to improve systems that serve children and families.
- Collaborate with professionals and stakeholders on matters related to the OCYA’s strategic priorities.

**Qualifications**:
A university degree in social work, social sciences, or related field, supplemented with at least five years of experience in the Children’s Services field or a combination of experience in Children’s Services, mental health, education and/or in the justice field is required. A master’s degree in a related field is an asset.

Experience working with Indigenous communities, as well as knowledge of relevant legislation, is essential.

A valid class 5 driver's license is required.

Given the overrepresentation of Indigenous young people in the child intervention and youth justice systems, preference will be given to individuals who self-identify as Indigenous and are known to others as Indigenous or who have had extensive experience working with Indigenous peoples and communities.

**APS Competencies**:
Competencies are behaviours that are essential to reach the APS goals in serving Albertans. We encourage you to have an in depth understanding of the competencies that are required for this opportunity and to be prepared to demonstrate them during the recruitment process. The link below will assist you with understanding competencies: psc-alberta-public-service-competency-model

The critical competencies for success in this role are:
