**Facilities Manager**:
The Facilities Manager leads all aspects of facility and infrastructure maintenance for Victoria Shipyards. This position is responsible for directing the provision of building and facility maintenance. Managing facility renovation or construction projects. Direction and planning of asset management for tools, equipment, vehicles, equipment rental requirements and equipment standards compliance. Initiation and coordination of Land Use Agreements and capital acquisitions. Developing, monitoring, and maintaining labour and financial budgets for these areas of responsibility.

The Facilities Manager reports directly to the Senior Director of Operations. The position has 3 - 4 direct staff reports who coordinate asset management, rental requirements, standard compliance, and capital acquisitions. In addition, the position will generally have between 8 to 14 unionized employees conducting internal yard projects and tasks.

**What you’ll do**

The Facilities Manager plans, organizes, and controls the efficient and effective operation of tool cribs, repairs and maintenance on buildings and equipment at the Shipyard. The incumbent will also have responsibility for all shipyard mobile equipment. The Facilities Manager must balance equipment maintenance needs with production schedules to ensure operational requirements are met. Frequent competing demands often necessitate that the incumbent be able to set priorities, demonstrate consistent organizational skills and be able to adapt to changes in assignments. The Facilities Manager will be expected to identify problems and inefficiencies, research possible solutions, discuss with other senior managers how proposed solutions would be implemented and then plan and carry out the agreed upon program. This position is charged with ensuring current documented procedures are in place for the full area of their responsibility. The incumbent will also be expected to research and prepare cost benefit analysis of repair versus purchasing new equipment when required. Management of annual maintenance budgets ($3M to $4M) and capital budgets ($1M to $4M) will be required. Errors or misjudgments could lead to disruption in production and delays in the completion of projects, negatively impacting our customers and resulting in financial loss for the Victoria Shipyards. Internally, the incumbent will connect with senior managers when recommending proposed solutions for facilities and equipment. In addition, the incumbent will communicate frequently with direct reports when scheduling work, delegating tasks or handling requests or complaints. The incumbent will discuss and present proposals to a varied audience that will include outside contractors and vendors (purchasing, maintenance, and lease of machinery/equipment). Direct liaison with Esquimalt Graving Dock Facility Manager on matters of land use, safety compliance, and permitting. It is expected that there will be some contact with representatives from different levels of municipal and provincial authorities as they relate to the facilities management process (permits, standards compliance etc.)
- Formulate and develop a system for monitoring/managing lifecycle of equipment at Victoria Shipyards to ensure equipment is appropriately maintained or replaced in a timely and cost-efficient manner.
- Supervise all aspects of tool cribs operations including scheduling of hours, training of staff and monitoring day to day activities of direct reports.
- Plan, direct and prioritize maintenance and cleaning of facilities.
- Arrange and handle all property leases with PWGSC-EGD
- Active participation in the planning and execution of tasks related to; the Facility Emergency Operations Centre (FEOC) and associated Business Continuity plans (BCP’s).
- Arrange and lead all aspects of employee parking.
- Support building and equipment security compliance.
- Provide guidance to all projects that change or alter the properties under lease.
- Arrange contracts for vendor services as required, including but not limited to, space designers and structural engineers.
- Monitor and control expenditures to established budget limits and prepare appropriate proposals for unbudgeted expenditures.
- Implement environmental and safety policies and procedures in relation to facilities.
- Collaborate with the Finance department to identify and document ongoing AFE (Authorization for Expenditure) requests for additional assets.
- Arrange for services necessary to make the grounds suitable for operations. This includes but is not limited to snow removal, storage of idle equipment and portable buildings.
- Maintain a liaison with other managers and department leaders to ensure a cohesive collaborative team approach to facilities management is achieved.
