Working closely with the CRF Manager, the Assistant Community Residential Facility (CRF) Manager plays a crucial role in supporting the overall operation and management of the CRF department. The Assistant CRF Manager’s dedication and leadership are vital for maintaining high standards of care and program success.

**KEY RESPONSIBILITIES**:
Oversees the “liaison services” portion of the statement of work on CSC contracts:

- Liaises with local police forces to facilitate communication, to increase awareness and understanding of the CRF’s purpose and to build support.
- Represents the CRF with other agencies and stakeholders: maintain contact with community agencies and partners who provide reintegration services to assist offenders (cams program/cams reintegration dinners with inmates at WHI).
- Continues to take reasonable steps to ensure a positive relationship with the community.
- Attends functions and events to ensure awareness of their services/programs, and to establish necessary linkages (career fairs, info fairs, staff recruiting drives).

Oversees the resident action plan (rap) and support services i.e., ensures contractual compliance.
- Oversees case assignment: assign caseloads and review caseload capacity for each counselor.
- Provides CRF counselling staff supervision as they participate in the development of, and updates to, an offender’s release plan (community strategy) and correctional plan - updated, including but not limited to identifying objectives, expectations, services, and other measures that will be utilized by the CRF to engage the offender in the aforementioned plans.
- Conducts case reviews monthly, ensuring each counselor develops a rap, consistent with the offender’s correctional plan (without being a replica) with the participation of the offender and the supervising parole officer.
- Ensures each counselor completes rap within thirty (30) days of the offender’s arrival at the facility.
- Verifies counselors utilize oms, that the rap is entered in oms under casework record (CWR) by the assigned CRF staff.
- Performs quality control on reports to maintain contractual expectations and ensure consistency.
- Assists staff write the rap, provides feedback to counselors to help them improve quality of reporting and counselling relationship.
- Ensures assigned CRF staff must provide progress reviews at least once every forty-five (45) days in order to assess the offender’s progress in relation to the rap and to determine whether the services are adequate, still necessary, or whether other services may be needed.
- Oversees case management expectations with counselors: weekly meetings are complete, forms are submitted each week, and accurate case notes are completed after each meeting.
- Mentors, coaches, and assists counselling staff develop adequate support services for clients (in areas such as crisis management, personal or family problems, education, literacy, employment, budgeting, life skills, recreation, spiritual and cultural activities, etc.) And also reduce risk of recidivism (substance abuse services, income support, employment services, medical (including mental health) and dental services).
- Supports the CRF manager hold resident house meetings.

Assists the CRF manager hire, train, and recruit CRF personnel, volunteers, and Practicum students.
- Assists the CRF manager review personnel requirements against the sow.
- Interviews potential staff, volunteers, and practicum students.
- In coordination with employee relations coordinator and volunteer coordinator, recruits staff and volunteers by attending and conducting information sessions and presentations to colleges and universities, hiring fairs and other recruitment events and opportunities.
- Trains and conducts an orientation with new staff that documents areas required in the sow:

- CRF’s goals and objectives
- CRF’s policy and procedures
- Confidentiality
- First aid
- Basic crisis intervention
- Emergency measures
- Relationship to the CSC
- Agency’s contractual obligations
- Security clearance, and
- Minimum of one full-time work week (or the equivalent of one full work week, in accordance with the agency’s operational procedures) working with another experienced full-time staff member.
- Ensures that volunteers and students completed required documentation and undergo proper training and orientation.
- Leads student practicum supervision and attends student-instructor conferences as may be required.
- Establishes and implement an annual staff training and development plan which must ensure that all staff obtain ongoing training required to achieve, maintain, and strengthen the level of knowledge, skills and competencies essential to their assigned duties and responsibilities.
