**Work Performed**:

- Provide leadership in the execution and delivery of services and programs in the following areas of accountability:

- Lead the procurement and implementation of the property tax modernization project including request for proposal process to improve services and adhere to financial reporting accountability requirements in the Municipal Act.
- Develop a project charter and detailed project plan that monitors clearly articulated milestones in accordance with project management methodologies and best practices.
- Create a project communication plan and change management plan including the development of materials and execution of various project activities.
- Research and make recommendations for equipment to optimize use of the software to meet project and divisional needs to allow for greater efficiencies.
- Design, develop, test, implement and sustain quality solutions in conjunction with ITS and software solution provider including data testing and cleansing.
- Develop training content and train software users to ensure business continuity through the implementation of the new system.
- Develop software standard operating procedures and processes ensuring implementation of best practices and Accessibility for Ontarians with Disabilities Act (AODA) compliance.
- Identify risks associated with the software and assist in providing solutions.
- Engage with citizens, ITS, and the software vendor to ensure citizen focused customer centric implementation of the Property Tax Payer Portal.
- Track progress, build reports and data visualizations for effective understanding and presentation of progress status of the implementation.
- Responsible for supervising employees including hiring, coaching, administration, training and performance aspects of reporting employees. Respond to and refer sensitive and confidential human resource issues as required.
- Provide updates, information and recommendations on the status of the project to the Division Manager, Taxation and Revenue with responsibility to operationalize identified goals and strategies.
- Demonstrate commitment to anti-racism, anti-oppression, and human rights through interactions with community partners, employees and individuals and implementation of policies, programs and protocols that reflect this commitment.
- Demonstrate commitment and adherence to Health and Safety legislation and programs; and actively promote a culture of safety with direct reports.
- Encourage and support employee participation and commitment to divisional and organizational objectives. Actively mentor, provide development opportunities and build team performance with direct reports.
- Fairly and consistently administer provisions of various collective agreements.
- Build and support employee commitment to a high level of performance in all areas of customer service, employee safety and delivery of individual goals and objectives.
- Participate as directed on City of London and partner organization committees and teams.
- Develop and recommend budget and initiate actions to operate within fiscal plans. Monitor and report as required.
- Assist with the preparation of reports for Council and various Committees as required.
- Perform related duties as assigned.

**Qualifications**:

- University Degree in Business with a focus on accounting or in a relevant area of study or equivalent combination of education and related professional and lived community experience.
- Three to five years related experience including property taxation in Ontario, vendor management, team leadership, project management, data management or supervisory responsibilities.
- Certificate of completion of the Municipal Tax Administration Program (MTAP) and/ or Project Management Professional (PMP) Certification is an asset.
