**Responsibilities**:
PRIMARY PURPOSE
Provides strategic leadership and oversees the execution of Compass system program delivery throughout the program lifecycle, including program enhancement and modernization to enterprise outcomes. Ensures TransLink’s objectives are met for program delivery related to budget, timing, expectations, efficiency and effectiveness. Leads the development of strategic options to address enterprise risks and opportunities related to desired enterprise outcomes from the next generation of the Compass platform. Represents enterprise interests at a senior level with key program stakeholders and vendors.
KEY ACCOUNTABILITIES
Provides leadership for the delivery of the Compass Modernization program. Ensures program delivery meets partner, stakeholder and vendor expectations, and the required service levels are achieved. Directs the development and implementation of complex system functionality and designs to achieve program objectives, including leading the development of solutions that support business functions and entities across the enterprise.
Develops and implements plans, leading the assessment of all system requirements to support Compass operational processes and business requirements across the enterprise. Ensures the program is successfully delivered according to approved budgets and schedules, and consistent with approved scope as outlined in relevant Business Cases.
Provides leadership to the identification of options to address enterprise risks and opportunities related to the Compass platform for fare collection, customer engagement, partnership programs, and other related areas. Proactively identifies and quantifies key risks affecting the program and projects and ensures that viable risk management and mitigations are developed and implemented.
Ensures adherence to established program and project management methods, standards, guidelines, tools, and techniques. Oversees management of program scope, schedule, budget, risks, and interdependencies. Directs the development of significant capital budget proposals and program change requests with large strategic impact and/or financial impact.
Directs project resources through all aspects of system and device testing, training, quality control, technical performance review, and related tasks. Oversees required corrective action and adjustments, ensuring scope of work for system changes is clearly defined. Directs the assessment of any project scope changes that would have an impact on system delivery, including related risks, quantum, and schedule upon which critical decisions will be based. Carries out a key role in the negotiation of changes with the system supplier, and development of related business case to support the change.
Presents and reports to the executives and the Board on overall program delivery performance, including progress of key projects, strategic impact, and issues of critical and/or broad impact. Advises executives on critical risk management strategies as they relate to the delivery of the Program. Oversees the Compass capital budget, including sign-off on project expenditures within limits of authority.
Ensures the integrity of project financial management and all related reporting and governance requirements, including Freedom of Information and Privacy provisions. Participates in negotiation of operational agreements pertaining to designated revenue programs, providing input within the context of the automated fare system functionality, capability, and limitations.
Represents enterprise interests at a senior level with key project stakeholders and vendors. Directs negotiations on key issues to achieve all necessary binding project contracts and agreements with public and private sector partners and third parties to meet program/project objectives and ensure compliance with all relevant legislation, acts, and regulations.
