In accordance with the Administrative and Professional Officer Agreement, this full-time continuing position offers a comprehensive benefits package found on our Benefits Overview page and annual salary range of $76,395 to $127,323.

**Working for the Department**

Reporting to the Treasurer, the Assistant Treasurer is responsible for managing the banking requirements and funding requirements to meet the daily liquidity needs of the University, and for managing and investing unspent funds in the Non-endowed Investment Portfolio (NEIP) to generate income for the University with an appropriate level of financial risk.

The Investment & Treasury unit strives to preserve and enhance the financial assets of the University of Alberta and operates within the Canadian and Global financial marketplace. The goal of Treasury is effective management of the University’s financial liquidity, thereby maximizing return on financial assets within acceptable levels of risk and minimizing the probability of loss. This is accomplished by dividing the non-endowed investment pool assets into groups based on the liquidity requirements. Funds required to prudently meet the University's cash flow needs are managed and invested by this position in the liquidity strategy. This currently represents approximately $300 million. Funds that are not expected to be required for at least 10 years are invested in the return seeking strategy which is invested alongside the University Endowment Pool. The remainder is invested and managed by this position in the yield strategy. At the policy level, this currently represents approximately $600 million. Results are then reported to senior management, the Board Investment Committee and the Board of Governors.

**Position**

Responsibility begins with managing the cash and liquidity requirements of the University. Cash balances are invested according to liquidity needs and to minimize borrowing costs, foreign currency needs are monitored and managed. This is accomplished in the context of the University's Banking Policy, Internal Loan Policy, Interest Procedure, Statement of Investment Principles and Beliefs, and University Funds Investment Policy.

Changing economic conditions require that the NEIP's investment policies and strategies be continuously evaluated and modified to maximize investment returns while preserving capital. Success will help ensure that the University of Alberta achieves its strategic objectives.

In addition, the Assistant Treasurer monitors, accounts for, and reports on the University's debt obligations. The position manages the University banking relationships, and advises units with respect to various revenue and payment options. Compliance with related banking and investment policies is required, monitored, and reported. The position supports the University budget process in the areas of investment income and interest expense on long-term debt.

**Duties**

1. Cash Management

The monitoring and management of the University’s cash balances and cash flows is a prime responsibility of the Assistant Treasurer. Bank balances and transactions are monitored to ensure funds are always available when needed, and any funds not immediately required are invested.

2. Banking Services
The Assistant Treasurer is the main point of contact between the commercial and merchant banks and the University.

3. Non-endowed Investment Pool (NEIP)

The NEIP includes all operating and restricted funds received but not immediately needed for outgoing expenditures. These funds are invested in accordance with the University Funds Investment Policy and under the general direction of the Treasurer and the Board Investment Committee approved proposals and quality and diversification standards.
