The Director, Transit oversees all aspects of the city's public transit system, including people, operations and maintenance. Responsibilities include strategic planning, stakeholder management, financial oversight, risk management, and leadership. This role also contributes to corporate-wide policy development and special projects related to public transit and transportation.

KEY RESPONSIBILITIES

**Strategic & Operational Planning**:
Collaborate on long-term and annual business planning process, including identifying community demands, needs, and issues.
Align departmental plans with city-wide strategies and goals.
Develop departmental programs and services with clear objectives and performance targets.
Ensure planning complies with bylaws and regulations.
Approve marketing and promotions.
Serve as a member of the City’s emergency planning and response teams.
Stay informed of leading practices of the portfolio.

**Stakeholder Relationship Management**:
Collaborate with City leadership team on policy and program development.
Meet with Council members to provide information on departmental issues.
Provide senior-level advice to the City’s Executive Leadership Team.
Manage relationships with community representatives, citizens, advocacy groups, and other partners.
Consult with City partners on service planning.
Represent the department at meetings, events, and media engagements.

**Financial Management**:
Provide input to the annual budget planning process.
Lead the development of the Transit Departmental budget.
Ensure timely and accurate budget forecasting and analysis.
Align financial management practices with City standards.
Approve procurement activities.

**Risk Management**:
Develop and maintain Department-specific regulations, ensuring compliance.
Establish and implement a comprehensive risk management plan and mitigation strategies.
Conduct evaluations to improve program effectiveness and efficiency.
Uphold quality improvement standards to optimize operations.
Possess expertise in senior leadership practices, including planning and financial management.
Stay updated on municipal operations, transit services, and transportation-related issues.
Utilize complex analytic tools for informed decision-making.
Collaborate with City leaders and stakeholders to resolve challenges and foster partnerships.
Present information persuasively to stakeholders, demonstrating negotiation skills.
Lead the development of a customer-centric culture through effective communication.
Address complex operational issues through analytics and scenario planning.
Evaluate linkages with other City programs to drive innovation in problem-solving.
Operate autonomously within City policy, impacting department and the City's image.
Provide sound recommendations aligned with City-wide goals, addressing labour relations issues.
People Leadership & Development
Ensure an effective organizational model with clearly defined roles and responsibilities.
Develop and lead the annual workforce plan for the department.
Provide leadership, mentoring to the management team.
Drive employee engagement and internal processes.
Handle complex employee/labour relations issues, including participation in grievance and arbitration processes.
Ensure adherence to collective agreements.
Lead through coaching and performance management.
Lead and build a positive departmental culture.
Drive workforce planning and talent management processes.
KEY QUALIFICATIONS
A Bachelor's degree in a relevant field such as Business Administration, Public Administration, Transportation Management, or a related discipline is typically required. A Master's degree in a relevant field may be preferred but not always necessary.
Significant experience (usually 7-10 years) in progressively responsible roles within transit operations, transportation management, or related fields.
Relevant certifications in transit management or public administration preferred.
Excellent leadership and management skills in directing large-scale transit systems, or related transportation experience.
Expertise in strategic planning, budgeting, and risk management.
In-depth knowledge of municipal operations and engagement with stakeholders.
Excellent communication and negotiation skills.
Advanced problem-solving abilities and innovative thinking.
Experience mentoring and coaching diverse teams.
Proficient in conflict resolution and decision-making aligned with organizational goals.
Knowledge of transit laws, regulations, and industry standards.
