**POSITION

**RESPONSIBILITIES**:
The duties for this position may involve but are not limited to:

- Prepare requests for quotation (RFQ), tenders (RFT), proposals (RFP), expressions of interest (EOI), request for information (RFI), and pre-qualifications (RFPQ).
- Ensure appropriate clauses are incorporated in all documents and assist with the preparation of technical specifications.
- Create and issue RFX documents on the e-tendering document bidding system.
- Coordinate, attend and conduct pre-bid conferences, site meetings, evaluation reviews, proponent interviews and debriefing sessions upon request throughout the procurement process applicable to each project.
- Respond to vendor questions regarding the posted competitive bids.
- Facilitate, review and prepare documents for evaluation by the evaluation team.
- Compose reports such as recommendation reports; direct reports, contract change authorization reports and Board reports, as required.
- Issue award letters ensuring that all required documentation is requested.
- Assist Region Legal in the preparation of Legal Contracts for final approval and execution.
- Monitor contract expiry list on a continual basis.
- Liaise with departments regarding vendor performance issues.
- Provide debrief meeting with unsuccessful vendors as requested; review their bid and provide feedback for future bids and in accordance with relevant trade agreements.

**MANDATORY QUALIFICATIONS**:

- Successful completion of a two (2) year college diploma in Business Administration, Supply Chain and Operations Management, Logistics and Supply Chain, or Purchasing and Supply Management.
- Professional accreditation as a Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO) or a Supply Chain Management Professional (SCMP) is required.
- Minimum of three (3) years of direct buying experience.

**PREFERRED

**QUALIFICATIONS**:

- Knowledge of relevant inventory programs and YRP processes and procedures.
- Excellent written and oral skills to interact with members, vendors/contractors and suppliers.
- Ability to maintain confidentiality and exercise good judgement and discretion.
- Demonstrated knowledge of purchasing bylaws, procurement best practices, trade agreements,legislation and tax law.
- Ability to manage multiple concurrent projects with various and changing deadlines.
- Excellent technical and computer skills including Microsoft Office, PeopleSoft, Inventory Control System, eCopy, PDF Pro Office, and electronic bidding systems.
- Problem solving abilities in order to handle incomplete specifications on a bid submission and work with a client to ensure complete and clear specifications are obtained.
- Communication and interpersonal skills to interact with internal members at all ranks, external vendors/ contractors and suppliers to discuss the specifications, criteria, requirements and procurement timelines of a submission. Review and explain evaluation process and results.
