Under the direction of the Finance and Program Directors, the Passport Program Coordinator will be responsible for developing, managing and coordinating the Passport Program funded by the Ministry of Children, Community and Social Services (MCCSS).
Program Development, Marketing and Advertising will be an integral part of this role, as well as providing education about the Passport Program, assisting clients in using their funds effectively, and ensuring compliance with MCCSS guidelines. This position will develop cost based programming and create opportunities for recipients based on the person centred plans. The position ensures the accurate and timely processing of Passport Program claims and payments, and provides financial guidance to program participants. This full-time position (35 hours weekly) is based in St. Catharines, Ontario
Program Coordination:
- Provide overall leadership, training, and management of Passport staff.
- Work alongside Program Managers from other programs that support people within their programs with Passport funding.
- Coordinate Person Centered Plans for people supported and develop programs and activities based on the desires and goals identified in these plans.
- Receive information from Developmental Services Ontario (DSO) regarding eligible clients and use the Passport mapping process to determine funding amounts.
- Manage a caseload of Passport clients and ensure services are accessible, responsive, and respectful of clients’ values and needs.
- Communicate with clients and their families to provide support in using Passport funds effectively.
Financial Management:
- Provide oversight in the completion of Passport purchases, organize and file receipts, maintain a tracking spreadsheet of all purchases, and submit receipts for reimbursement to Passport One.
- Assist with spend plans to ensure each person utilizes their full allocation of Passport funds. - Work closely with the Finance Department to complete necessary tracking and spending and to identify any discrepancies.
- Monitor client budgets and ensure that clients use funds within Passport guidelines.
- Prepare and submit financial reports specific to the Passport Program to MCCSS and other stakeholders.
Client and Family Support:
- Educate new clients about the program, review funding options and guidelines, and provide information about other services and supports.
- Strengthen the capacities of clients, families, and communities to value and support individuals with disabilities.
- Provide ongoing education and information to clients and families about funding and ensure they have access to information regarding all available options. Administrative Duties: - Ensure client information in the database is current and accurate.
- Maintain managerial documentation and take corrective measures as needed.
- Ensure all client files are current and completed as per agency policies and procedures.
- Submit weekly petty cash reconciliation to Accounting and approve bi-weekly departmental time sheets for payroll.
Team and Performance Management:
- Conduct performance management functions including annual performance reviews.
- Provide ongoing mentoring, coaching, and training to staff.
- Ensure appropriate staffing levels and productive staff meetings.
- In conjunction with Human Resources, create and implement an effective recruitment plan and ensure new hires receive appropriate orientation and training.
**Qualifications & Key Requirements**:
College Diploma in Developmental Services or a similar field.
Minimum of one year of experience in a leadership position and five years’ experience in the developmental sector.
Experience with general accounting principles and Fee for Service Models.
Proficient with Microsoft Office.
Valid G Driver’s License.
Must have a valid Driver’s License (G) and a reliable vehicle; Auto Insurance (with a $1,000,000 liability coverage.
Current First Aid Training and CPR Certification.
Professional communication skills, both oral and written.
Teamwork and problem-solving skills, with the ability to work collaboratively.
Proactive and able to anticipate and solve problems.
