**Department Overview**
- The Vice President, Risk Management, Real Estate Secured Lending (RESL) is responsible to ensure the identification, assessment, remediation and reporting of risks within the RESL business to ensure that they are managed within the Risk Appetite of the organization, and to provide guidance, advice, and independent challenge to management. The VP positions play a pivotal role in the Downturn Readiness Committee in addition to collection customer assistance strategies.
- This position reports directly to the Senior Vice President (SVP RRM). The scope of the VP RESL includes providing strategic guidance and challenge to business line leaders.
- TDBG applies the “Three Lines of Defence” model to risk management as defined in the Enterprise Risk Framework. As a representative of the second line of defence, the position of VP CC & PL assures the appropriate design, implementation and/or execution of the TDBG risk management framework. Furthermore, this position has the accountability and authority to identify and address or escalate issues which could prevent reasonable assurance that credit risks are understood and managed within the Bank’s risk appetite.
**Risk Management Leadership**
- Provide oversight and independent challenge functionality to first line businesses in accordance with TD's Risk Management Framework
- Advocate a culture of accountability by increasing the awareness and accountability of sound risk practices within TDCT and TDBG
- Promote a culture of control, supported by effective processes and sound infrastructure
- Support and facilitate converged approaches to risk management across all risk disciplines
- Build for the future by attracting, motivating and retaining a highly qualified team of risk management professionals, and ensuring effective performance management, training & development, and succession planning is in place
- Develop and maintain relationships with TD Business Units, regulators and with TDBG’s senior executive team
- Adhere to the retail risk management compliance framework aligned to TDBG Risk Management standards and the organization’s risk appetite.
- Develop and maintain strong working relationships with Product groups, Finance and Risk Management areas within both Canada and the US
- Ensure all new/revised processes are fully documented and approved under standard procedures, ensuring appropriate oversight procedures are in place to ensure Audit and Regulatory requirements are met in the design and implementation.
**Credit Risk Management**
- Provide effective challenge, advice, guidance, and oversight with regards to the development and ongoing effectiveness of credit policies and procedures owned by applicable business lines, taking into account changes in strategy, the operating environment, regulatory requirements and the risk profile of TDCT
- Provide ongoing forecasts, analysis and insight into credit risk performance of applicable business lines
- Identify gaps, risks, issues and opportunities for credit portfolios; collaborate with applicable business lines and other partners to develop and implement effective solutions
- Develop, manage and oversee all acquisition, origination & account management strategies, including development and maintenance of appropriate reporting to understand strategy performance and validate underlying assumptions
**Downturn Readiness**
- Chair the for-Downturn Readiness committee - lead Retail Bank's preparedness for a potential downturn in the economy.
- Ownership of all ceremonies and artifacts related to preparedness (meetings/dashboard etc)
- Responsible for providing coordination across cross functional teams to ensure timely response (Business Lines, Risk teams, Customer Assistance etc)
**Collections Strategy & Oversight**
- Ownership of all Risk strategies across the spectrum of collection initiative ( Early stage, late stage and recovery). These strategies include Contact strategies as well.
- Oversight over Customer Assistance Operations teams policies and practices as it pertains to effectively mitigating losses
- Work collaboratively with the CA team to ensure appropriate response for Downturn Readiness across operational levers
