Reporting to the Director, Early Learning and Childcare (Director), the Manger, ELCC Planning and Development (Manager) is responsible for evaluating, reviewing and developing early learning and childcare policies, programs, and priorities._ _In so doing, the position plays a pivotal role in managing and disseminating information and ensuring that the Directorate, Minister, other divisions / departments, and associated senior management, are effectively and concisely informed on policy and strategic matters as a way of contributing to effective and democratic decision-making.

The Manager provides support to the Early Learning and Childcare Division and ultimately the department, by working in consultation with the Policy Division to research and develop policies and programs related to early learning and childcare. The incumbent also supports the division’s planning activities at the strategic and operational level. In supporting such functions, the Manager plans and executes engagement, communication, and liaison activities with partners and stakeholders, as needed, also leads a team responsible for quality, data collection, and reporting initiatives concerning Nunavut’s early learning and childcare sector and the activities of the Division. The incumbent supports the Director to meet administrative government processes related to sittings of the Legislative Assembly, including but not limited to, developing, and maintaining briefing materials and preparing correspondence and responses to Members of Legislative Assembly, partners and/or stakeholders, or members of the public at large.

The knowledge, skills, and abilities required for this job are usually obtained through a recognized undergraduate degree in Law, Public Administration, Political Science, or a related field along with a minimum of three (3) years of experience working in a public policy and planning work environment, including one (1) year of supervisory experience. Public sector experience will be considered an asset.

The Official Languages of Nunavut are Inuktitut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktitut and experience working in a northern cross-cultural environment are also considered assets.
