**Description**:
Reporting to the City Manager, the jobholder manages the activities of the department in accordance with the regulations in effect as well as with the decisions made by City Council. To this end, she or he is responsible for developing master plans and implementing them.

**Departmental mission**:
To plan and oversee urban development in order to provide citizens with a quality of life based on environmental, social, cultural, and economic sustainability.

**General responsibilities and goals**:

- Manage all of the department’s human, financial, material and information resources in accordance with the rules, standards, regulations and collective agreements in effect, paying particular attention to:

- workforce planning, by providing continuous training to his or her staff and evaluating performance management to prepare the next generation;
- developing and managing policies and programs related to urban development and land use planning, including heritage, housing, village revitalization and commercial arteries;
- developing performance indicators for management, ensuring productivity and achievement of the objectives of the Planning Department; and
- preparing the Planning Department’s operating budget.
- Determine the directions, objectives and priorities of the Planning Department, taking into account the missions of the department and the City
- Prepare and follow up on draft by-laws, analyses, recommendations and action plans in accordance with the City’s strategic directions
- Ensure compliance with and updating of applicable laws, regulations, obligations and standards in the Planning Department
- Work with other municipal stakeholders to develop the City’s territory, in accordance with the planning and land use directions and objectives
- Ensure good relationships between hers or his department and Pointe-Claire citizens and business entities so that the Planning Department is recognized as a partner
- Participate and manage planning advisory committee meetings.
- Ensure a positive work climate and a healthy cooperative relationship with the City Manager’s Office and other City departments
- Perform any other related task

**Job requirements**:

- Bachelor’s degree in Urban Planning, Land Use Planning or Architecture
- Graduate degree in Management or Business Administration (MBA) or Public Administration (MAP), an asset
- Member of the Ordre des urbanistes du Québec or the Ordre des architectes du Québec
- Minimum of 10 to 15 years of experience in a similar role
- Sufficient knowledge of French and English to be able to participate effectively in a conversation and in various meetings or working committees.
- Ability to write quality texts or reports in French or English. The City has the translation services required to produce bilingual documents.

**Schedule**:
35 hours a week. For the period between Thanksgiving and the first Monday in May: Monday to Friday, 8:30 a.m. to 4:30 p.m., less one hour for lunch. For the period between the first Monday in May and Thanksgiving: Monday to Thursday, from 8 a.m. to 4:30 p.m., less 45 minutes for lunch; Friday, from 8 a.m. to noon.
