**General Accountability**:

- Reporting to the Program Manager or Deputy Project Director-ATC, the Program Integration Lead is responsible for the integration of program elements, and the development and coordination of integrated program level processes that include risk, cost, schedule, interdependencies, operating strategies and quality control, to deliver project initiatives safely, on time, and on budget throughout the project life cycle.
- The Program Integration Lead works collaboratively with the program and project teams including Project Managers, Senior Project Engineers, Operations Staff, Project/Portfolio Management Office and functional support staff, and Third Party Stakeholders to advance projects through the program/project stage gate process.

**Key Job Functions**:

- Supervise development, evaluation and coordination of program integration. This involves:

- Managing the development and implementation of program management plans and processes, project plans, project charters, risk and assumptions logs, budget objectives and workforce requirements
- Managing program interfaces, interdependencies and requirements
- Planning, organizing and chairing program dependency and operational review meetings
- Coordinating with program staff, operational staff and third party stakeholders (such as Metrolinx)
- Supporting review and development of Program of Requirements and Concept of Operations for new facilities
- Defining, monitoring and/or reviewing across all project phases, including: project initiation, planning, execution, control, close out activities, resource requirements and dependencies
- Providing project control support, as well as cost analysis and cost reconciliations for assigned projects
- Supervising development of a variety of cost/budget studies and research assignments, requiring analysis and interpretation of data
- Monitoring progress and performance against established terms of reference and work plans; preparing variance reports and explanations for management, identifying potential problem areas and recommending corrective action as required
- Providing coordination support in the establishment of service designs, operating concepts, and failure management;
- Supporting the development of operations plans, concepts and policies that emphasize speed, quality, reliability, comfort, safety, customer satisfaction and accessibility
- Assisting in the implementation of program operational strategies
- Assisting Operations, as required, in the development of operating manuals/procedures for subway operations
- Developing and monitoring responses for Requests for Information (RFIs), and Design Variances
- Coordinating the review of contracts, work plans, reports and documents; obtaining sign-offs as required
- Developing work plans for consultant program management and interface management implementation;
- Reviewing consultant submissions to provide feedback on interface management and operational dependencies;
- Developing processes to track and monitor outstanding issues to ensure timely resolution.

**Education and Experience**:

- Completion of a post-secondary college diploma or university degree in a related discipline (e.g. engineering, architecture,), plus extensive project interface management experience for large multi-discipline projects; or a combination of education, training and experience deemed to be equivalent.
- Project Management Professional (PMP) certification is required.
- Extensive knowledge of interface management and project/program management processes with a focus on rapid transit operations, particularly rail systems operated in semi exclusive or exclusive right-of-ways;
