About Our Opportunity
As the Capital Financial Analyst, you will provide financial advice and expertise related to the Capital Infrastructure Program for the Department of Education and Early Childhood Development.
In this role you will report to the Manager, Financial Advisory Services.
Primary Accountabilities
**Some of the key responsibilities of the role will include**:
Providing analysis, and assistance to senior management, Finance and Treasury Board, Department of Public Works, and Regional Centres for Education/Conseil scolaire acadien provincal on all financial matters related to capital spending. This position manages the capital approvals and commitments, in accordance with Finance and Treasury Board, Government Accounting, and audit requirements.
Facilitating and preparing Tangible Capital Asset (TCA) budget submissions and developing amortization schedules.
Providing financial analysis and reporting required for monthly and year-end processes such as the Minister's Briefing Book and Year-End Audit Binder.
Representing the Department relative to capital finance matters
- this position is the primary day to day contact on financial matters that support the Capital Infrastructure Program regarding financial accountability between Facilities Management, Department of Public Works and Regional Centres for Education/Conseil scolaire acadien provincaln.
Builds, develops and maintains a portfolio of TCA projects within both SAP and capital projects solutions (CPS) for reporting and monitoring purposes.
Qualifications and Experience
This may be the right opportunity for you if you have 3 years of post-secondary accounting training along with 6 years of related experience. An equivalent combination of training and experience may be acceptable.
You possess an understanding of administrative and finance systems including budgeting and account process and accounting systems. You understand the complexities of capital construction expenditures.
You are proficient with Microsoft suite of services (and Excel in particular). You have exceptional time management skills with a strong attention to detail to provide timely and accurate financial information while managing multiple projects and priorities. You also have strong communication and relationship building skills to maintain contacts with various stakeholders both internal and external to government. You are a self-starter and able to effectively work independently.
Knowledge and understanding of the SAP asset module and Capital Project Solutions (CPS), including Work Breakdown Structures (WBS) elements would be considered an asset for this position.
We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.
