Shared Health leads the planning and coordinates the integration of patient
- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.

**Position Overview**:
Shared Health Emergency and Continuity Management (ECM), a division of Shared Health Emergency Response Services, provides Emergency and Continuity Management leadership and support to Shared Health provincial services, Service Delivery Organizations (SDOs) and sites in Manitoba. ECM provides expertise, education, tools, and support for Shared Health provincial services, SDOs and sites to effectively mitigate, prepare for, respond to, and recover from the impacts of emergency events, ensuring the continuity of health services. ECM staff work directly with Shared Health provincial services, SDO's and sites to support a range of activities, including risk assessment, the development of emergency plans, education and training, conducting emergency exercises, response during emergencies, recovery and after-action processes.

Reporting to the Provincial Manager, Emergency Response & Recovery, this position supports Shared Health's provincial emergency situation awareness activities in the Personal Care Home (PCH) sector using Geographic Information Systems (GIS) tools and expertise. The GIS Specialist designs, develops, and implements systems and databases to access and store geospatial data, data analysis, programming, and cartography with an understanding of ESRl's ArcGIS platform. The GIS Specialist facilitates PCH health system readiness to respond to events that threaten the continuity of health services delivery, including natural disasters such as extreme weather and flooding, public health emergencies, mass casualty incidents, environmental emergencies and critical infrastructure failures. This position identifies areas for improvement and supports the Emergency and Continuity Management team during activated Incident Management responses and recovery efforts as required.

**Experience**:

- Minimum one-year experience working within a large complex environment, preferably within a healthcare setting, with demonstrated experience creating reports, performing research and providing a professional opinion of unfolding events based on geospatial situation awareness.

**Education (Degree/Diploma/Certificate)**:

- A Bachelor's degree or diploma in geography computer science or engineering, or a minimum 5 years' experience working knowledge with Python, ESRI, computer-aided design (CAD) software, analytical software, geological mapping and impact assessment.
- Training in emergency management and Incident Command Systems (ICS) would be considered an asset.

An equivalent combination of education and experience may be considered.

**Certification/Licensure/Registration**:

- Valid Manitoba Class 5 Full Driver's License (or provincial equivalent).
- Certified Geographic Information Systems Professional (GISP) designation is an asset.

**Physical Requirements**:

- Remote (virtual) work environment with scheduled in-person meetings.
- Must be able to work safely in a typical computerized office environment with frequent meetings and to lift and carry items of up to approximately 10 kg.
- Interruptions to responding to questions from leaders and partner organizations are common; dedicated and focused time for planning and concentration can be scheduled.
- This position will be required to be on call on a rotation basis.
