IO’s Finance, Technology, and Lending Enterprise Team ensures that IO is a financially efficient and effectively managed organization and that the agency’s finances are monitored, reported, and managed appropriately. The team also manages the infrastructure lending program, which has supported more than $19 billion in local infrastructure development, and IO’s Information Technology and Business Services, providing tools and systems to ensure secure, effective, and efficient operations.
This is a key role within the Financial Planning & Analysis (FP&A) function, with two core sets of responsibilities:
- 1) Lead the annual business planning processes, including producing the consolidated annual IO corporate business plan for the EMT/Board/MOI, and (ii). the end-to-end budget process which includes both business unit budgets and the consolidated IO budget presentations reflecting relevant analysis and insights for EMT and Board presentations.
- 2) Lead (i) the forecast process, applicable systems, and complete analysis and reporting of costs and revenue, relative to budget and quarterly forecast information to facilitate both short term operational and longer-term strategic decision making, and (ii) deep dive expense analysis to assist IO business units in managing spend, and development, analysis and reporting of business volume metrics.
To be successful in the role, the incumbent will bring a mindset of continuous improvement, and will work closely with various internal and external stakeholders, including the IO business units and external stakeholders, including the MOI.
**What You Will Do**:
- Lead and develop a team of high performing finance professionals.
- Assist in the development and operationalization of the annual budgeting exercise that is informed by the annual business planning process that supports IO’s execution and achievement of the strategic plan.
- Operationalize a quarterly 6 quarter forecasting and Quarterly Management Report.
- Assist in the end-to-end delivery of the quarterly 6 quarter rolling - forecast process, including meaningful analysis of results and performance drivers. This also includes updates to the multiyear plan.
- Responsible for enhancing the existing planning and forecasting tools, processes, and infrastructure, including the development of a resource planning tool.
- Collaborate with internal and external stakeholders (i.e., Ministry of Infrastructure) on forecasting requirements.
- Key contributor in the selection, design and implementation of a budgeting/forecasting, management reporting tool.
- Lead, and Oversee the development of Program Review, Renewal and Transformation budget submission (PRRT) and Public Accounts submission.
- Oversee Approval Procurement Contract Approval Request (PCAR) and Headcount (HC) process.
**What We’re Looking For**:
- Substantial experience in Finance, including the FP&A function.
- CPA designation is required.
- Strong leadership skills in motivating, mentoring and developing a team.
- Prior experience managing an enterprise level planning, budgeting, and forecasting process for large and complex organization.
- Excellent Excel and data management skills are required for the role.
- Excellent written communication and the ability to create executive/board level reports - presentations.
- Excellent communication skills; experience presenting to senior management.
- Strong track record of building positive relationships and effective partnerships at all levels.
**The hiring range for this position is $94,000 - $138,500 with a corresponding job level of M2**
