**Job Description**:
***:Reporting to the Manager - Community Strategies, the Climate Action Specialist is responsible for the successful development, facilitation, and implementation of the City of Thunder Bay’s Climate Change Initiatives. The Specialist works to empower, influence, and lead the integration of climate change considerations into the City’s business practices and community through the Net-Zero Strategy in conjunction with the Climate Change Advisory Committee of Council.

**MAJOR RESPONSIBILITIES**:

- Develops and fosters strategies and partnerships to drive climate change initiatives for the City and in the community.
- Provides leadership and direction to the Climate Change Advisory Committee and associated Ad-Hoc Working Groups.
- Establishes and maintains working relationships with diverse local community groups, agencies, and boards, other orders of government, and individuals to meet the objectives of the Net-Zero Strategy; coordinates resources to develop innovative programs, policies, and services to address climate action.
- Leads research and technical analysis of climate change initiatives, including greenhouse gas (GHG) quantification and modelling, to track progress towards the City’s GHG targets; and recommends appropriate actions to integrate findings in the development and planning of programs and policies for the City’s Leadership Team and City Council’s consideration.
- Provides leadership and advice on incorporating climate change considerations across the Corporation; monitors and reviews the inclusion of climate considerations in strategic initiatives and major projects.
- Monitors and prepares reports on existing and new climate change initiatives and best practices, including the preparation of Corporate reports and memoranda to the City’s Leadership Team and City Council.
- Secures funding and assembles data required for budgeting purposes for inclusion in Capital and Operating Budgets; administers and monitors associated budgets.
- Develops Requests for Proposals, evaluates consultant submissions, and recommends selection.
- Applies analytical skills and specialist knowledge to cross-divisional working groups, including the City’s Leadership Team and the Mayor and members of Council, in furthering climate action corporately and in the community.
- Works with Corporate Communications and Community Engagement teams to develop and support media releases and engagement efforts including stakeholder events, panels, and community engagement activities.
- Oversees the work of interns and students, providing guidance and direction, as required.
- Performs other related duties as may be assigned.

**QUALIFICATIONS**:
**Education/Experience**:

- University Degree in Environmental Studies, Geography, Planning, Environmental Engineering, or other related discipline; and
- Five (5) years of experience in developing and implementing environmental initiatives, including community development; and
- Knowledge and experience with energy management and climate change issues (energy policy, climate change mitigation and adaptation, community energy, sustainable/green building design, etc.); and
- Experience working with the public, community agencies, public organizations, and industry on the development and implementation of community programs; and

**Skills/Abilities**:

- Excellent project/time management, analytical/critical thinking, problem solving and decision-making skills
- Working knowledge of applicable legislation, related regulations, and best practices
- Proven ability to build consensus, to inspire confidence and to lead
- Ability to communicate effectively and concisely, both orally and in writing
- Proven facilitation and report writing skills
- Ability to deliver presentations to a variety of audiences and to skilfully handle on-the-spot questions from senior officials, members of City Council, special interest groups, and the media
- Political acumen and the ability to establish and maintain effective working relations, and manage advisory and consultation processes, with members of City Council, private and public officials, co-workers, and the general public
