Job Summary
Reporting to the Finance Officer and Managing Director, the Program Officer supports program delivery, governance, performance monitoring and reporting obligations of MI. The Program Officer is responsible for operating and administering several of the Institute’s competitive funding programs in cooperation with the scientific committee and Scientific Director; tracking the use of awarded funds in cooperation with the Finance Officer; Monitoring compliance with award terms and conditions; Maintaining statistical and qualitative information from network participants and drafting annual performance reports in support of the Institute’s reporting obligations to its funders and its Board; Supporting the Managing Director in monitoring competitive-funding program performance targets against the McDonald Institute Strategic Plan, Operational Plan, Risk Management Matrix and Key Performance Indicators. This role supports the delivery and evaluation of MI programs; recommending improvements and providing operational advice to influence the direction of ongoing activity and its performance against specific obligations to the Institute’s funders and key stakeholders. The Program Officer will collaborate with all MI staff to coordinate similar performance metrics, risk data and statistical and qualitative data in reporting to CFREF and the Board.
**Job Description**:
**KEY RESPONSIBILITIES**:
- Working with the Scientific Director and scientific committee, coordinates MI-administered competitive funding processes supporting astroparticle physics research via voucher-limited reimbursements of costs for students, research fellows, travel, equipment and other CFREF-eligible activities.
- Working with the Finance Officer, administers post-award coordination which includes notifications, record-keeping and compliance monitoring to satisfy granting agency guidelines.
- Working with the Managing Director, maintain the McDonald Institute performance measurement and risk-management frameworks by collecting and organizing statistical and qualitative information from MI participants in support of the reporting requirements of funding agencies, MI committees and the Board of Management.
- Works collaboratively with MI institutional partners to evaluate data collection and reporting methods to ensure efficiency without compromising the accuracy and completeness.
- Plans and facilitates ongoing interaction with internal/external partners regarding the collection and analysis of data sources to address key performance metrics and MI success stories.
- Provides high level accurate and timely analysis of data collected from across the MI network while demonstrating an attention to detail and commitment towards continuous improvement of program-delivery
- Makes recommendations, or independently develops policies, processes and guidelines in support of various MI governance, scientific and administrative operations.
- Working with the Scientific Director, Managing Director and Finance Officer, p Participates in recruitment of relevant committees; this includes, tracking membership profiles and representation among MI advisory committees.
- Provides expert advice to the Finance Officer, Managing Director and Scientific Director based on analysis of participant data
- Works cooperatively with all MI staff to support their success in other program areas informed by participant data of the network.
- Occasionally undertakes other duties or special projects as required.
**REQUIRED QUALIFICATIONS**:
- University degree or three-year college diploma in a quantitative-analysis discipline (e.g., sciences, economics, business administration). Consideration may be given to those with an equivalent combination of education and experience.
- Minimum of five years of relevant job experience.
- Experience in program development, program monitoring, data analysis, project management.
- Demonstrated experience in a fast-paced environment requiring quick and appropriate decision-making skills.
- Proficient computer skills, including data analysis using Excel, database queries, Microsoft Office and task-management or project-management tools.
- Exemplary written and oral communication skills.
- Familiarity with organizational governance in the non-profit sector.
