Under the general direction of the Learning & Development Lead you are responsible for developing a comprehensive leadership
development program and leadership competency model at Manitoba Hydro. This individual will work with interested parties
including the Senior Talent Management Specialists to analyze, design, develop, implement, and regularly evaluate both
competency and leadership development programs to meet the changing needs of the enterprise and our people.
**_ Responsibilities:_**
- Establish annual process to engage key stakeholders (Executives, HR Division, Leaders across the business and employees
within all Business Units) in reviewing development needs related to business unit goals and initiatives.
- Design, develop, and perform a learning needs analysis annually, leveraging data from various sources such as talent
management, employee feedback, L&D feedback, etc.
- Contribute to the design of the leadership development strategy and refresh annually.
- Lead the research, development and implementation of a new competency framework and model.
- Design program and processes to engage with stakeholders annually to review the competency model to ensure it is aligned
- to all programs and offerings.- Design an agile and flexible leadership development curriculum including training topics, courses, and the appropriate
- method, mapped learning to leadership levels, competencies, and determining frequency and duration.- Develop specific leadership learning journeys including social, formal, and informal development opportunities and options.
- Assess and engage with external learning parties to deliver relevant and timely topics.
- Select and manage external training providers, negotiate contracts, and ensure training quality and effectiveness.
- Implement the curriculum and learning plan: communicating and assigning learning to individuals, implement the courses and
- performance support content, prepare for training delivery and conduct, and as required, deliver the training.- Evaluate the curriculum and programming annually: report on course attendances, completions, and evaluations and identify
- improvements for annual changes to the leadership programming and curriculum.- Create reportable metrics to evaluate the effectiveness of the programs, analyze results, and adjust programs as needed.
- Conduct research to identify best practices and industry trends related to talent and leadership development including
leadership trends, program content, adult learning theory, high-potential development, program design and delivery,
techniques, and leadership development vendors.
- Collaborates with Talent Acquisition and DEI Department to ensure DEI is incorporated into learning and development
programs.
- Ensure program design is agile, able to be changed regularly and aligned to core needs of audience.
- Prepare project plans including communication plans to new programs.
- Develop and maintain industry and professional contacts to share and learn best practices.

- Bachelor's degree in Business/Public Administration (Human Resources), Commerce (Human Resources), Education or
Psychology with a minimum of five years of years of Human Resource experience with a minimum of 3 years specific to
Leadership Development with strong experience developing, leading, and facilitating leadership development training
sessions using various delivery methods and formats.

- A two-year diploma in a relative discipline and seven years of directly related experience a minimum of five years of years of
