PURPOSE
The Manager, PDCO is accountable to the Director, Application Service for providing oversight of Morguard’s enterprise-wide projects and serves as the primary liaison between the Governing Body and the Business.
Includes but not limited to:
**Portfolio Operations and Reporting**
The incumbent will manage and govern the Portfolio Process, ensuring that all initiatives have business cases. This includes the support and development of business cases through the facilitation of working sessions with continual follow-up as the project delivers, to understand if business cases are still viable.
**Project Oversight and Governance**
Projects at Morguard can range from small to large and are usually time sensitive. Project Managers are required to report status to the PDCO bi-weekly, along with risks and escalations. It is the responsibility of the PDCO Manager to ensure projects comply with the Project Delivery Lifecycle (PDLC) standards. Risks and escalations arising from the status meetings are to be closely managed internally with optimal resolution strategies.
**Project Gating, Data Collection, Controls and Reporting**
The PDLC has associated gating methodology. The PDCO Manager will be accountable for ensuring that projects move through the appropriate gates at the appropriate times, minimizing risks to delivery. Project Data related to Cost, Scope and Schedule must be collected, processed and presented to Sr. Management and Executives in an understandable and timely fashion, ensuring that improvements to reports recommended by stakeholders are applied.
**Management and Enhancement of Morguard’s Project Delivery Lifecycle**
**Management and Development of Staff**
Manage people and processes for which they are accountable, including performance evaluations, on the job training, and development recommendations, project planning, hiring and employee turnover. Ensures direct report/s is delivering to the expected standards and always working on the highest priority deliverables.
**DUTIES AND RESPONSIBILITIES**
**Governance**
- Ensures alignment to the enterprise accountability models with
- Manages the PMO Intake process and the overall project portfolio, including portfolio reviews
- Manages the gating process, and ensures projects have been gated and approved
- Ensures compliance to Morguard Project Management methodology by ensuring that recognized project management processes, discipline and controls are consistently applied to projects
- Monitors milestone achievements and assists with project re-tracking when required
**Team development**
- Recruits and hires interviews Project Managers (contract and/or full time)
- Maintains, develops and grows project management capabilities within the team, consistent with PMO standards for all areas of the PDLC
- Monitors execution performance, consulting and advising teams
- Creates an environment where identifying project risks is positive
- Serves as a point of escalation on projects and ensures that project issues are effectively resolved
- Assists with the resolution of issues on project teams
- Provides coaching and mentoring to teams and fosters results oriented project teams with problem-solving and critical thinking capabilities, tools and techniques
**Portfolio Management**
- Monitors for, and draws attention to, interdependencies, cross-impacts and potential collisions between initiatives
- Watches for synergies and opportunities between projects, and recommends effective delivery bundling where discovered
- Supports IT with prioritizing of projects within the portfolio considering the project benefits, risks and costs to meet business needs, based on repetitive and consistent business-casing
- Regularly updates the project portfolio to reflect current priorities, progress, action items and risks
**Communication and Reporting**
- Creates reports and dashboards and clearly communicates progress of projects from the project teams to CIO, Executives; may attend meetings with sponsors or steering committees if there are escalations
- Effectively presents and consolidates project status reports
- Responsible for collaborating with IT Accounting related to requirements and standards for the development of financial reports, draft budget proposals, and makes recommendations on subsequent budget changes where necessary
- Educates executives and business leads on the PDLC, related to various roles on projects
**Relationship Management**
- Manages relationships with key business partners and stakeholders to support intake of initiatives / requests,
- Supports the Director of Application Services on project resource models tailored per initiative
- Effectively interacts and communicates with business partners
- Supports the Vendor Management Office and IT Accounting regarding vendor relationships where required
**Continuous Improvement**
- Conducts regular after-action, lessons learned and post implementation reviews
- Creates a recommendations
