The Supervisor Programs in Access to Housing is responsible for overseeing key functions of the Choice-Based Housing model, and promoting streamlined access to RGI housing in adherence to the Housing Services Act, service plan, policies and procedures developed by the Division and the City. This is an exciting opportunity to utilize your supervisory skills, as well as your understanding of database technology, data analysis, RGI administration and social housing systems. Your primary responsibilities as a Supervisor Programs will be varied, but you will be expected to:

- Coordinate and monitor the end-to-end operations of the Choice-Based Housing bidding cycles, including vacancy submissions, applicant invitations, and cycle outcomes tracking and reporting.
- Implement detailed plans and recommend policies/procedures to shape the Cycle Management team and functions.
- Monitor system service, ensuring compliance with Housing Services Act, MFIPPA and other applicable privacy obligations, data sharing agreements and any other relevant guidelines and regulations.
- Foster leadership skills, accountability and competency skills development within the Cycle Management team.
- Supervise, motivate and train unionized and non-unionized staff, ensuring effective teamwork, high standards of work quality, and organizational performance.
- Foster a culture of continuous improvement with an emphasis on data-driven decision making.
- Supervise the day-to-day operation of all assigned staff, including scheduling, assigning and reviewing work, authorizing and coordinating vacation and overtime requests, monitoring and evaluating front-line staff performance, approving salary increments, hearing grievances and recommending disciplinary action when necessary.
- Provide input into, and administer assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations as it relates to the housing program matters.
- Contribute to the multi-year service planning process for programs.
- Liaise with internal and external stakeholders to provide information and issue identification and resolution related to the Choice-Based housing module.
- Represent the Division in meetings with other divisional representatives and service providers, other orders of government and funders, and support strategic divisional and corporate initiatives, as required.
- Monitor performance of housing providers and liaise with corresponding business units for issue resolution.
- Ensure that staff members in the program are trained on applicable database systems.
- Provide guidance to staff on the interpretation of relevant legislation and policy.
- Assist in the development of data systems and performance measures for the assigned program unit(s) to identify emerging trends, and demographics, and establish program benchmarks.
- Assist with and/or resolve client complaints/issues, liaising with other City staff, as required.
- Ensure that all City policies and procedures, including financial policies/procedures, are uniformly understood and properly implemented by all staff.
- Analyze and plan for, short
- and long-range staffing and organization requirements, making recommendations for the efficiency and cost effectiveness of the program unit’s operations.
- Coordinate and/or facilitate multidisciplinary case conferences, workshops, information sessions, meetings and special events, as required.
- Assist with research studies of the program unit(s) and carry out needs assessments and program evaluations, as required.
- Assist with community outreach, public education and the development, coordination, and monitoring of community partnerships, as required.
- Conduct critical incident management, including investigation, debriefing and reporting.
- Ensure compliance with safety and security matters under Occupational Health and Safety legislation and divisional safety and security policies, including workplace accommodations.

**Key Qualifications**:

- Post-secondary education in a discipline pertinent to this work, or an equivalent combination of education and experience.
- Considerable supervisory experience in a social services or municipal setting.
- Considerable experience administering social housing programs using an anti-oppression service delivery lens.
- Experience and comfort navigating technology including cloud-based technology, databases.
