Waste and Water management is a shared responsibility amongst the City, its residents, and businesses. This position leads the development of the education, outreach and compliance strategies, policies and programs to raise awareness and to bring about behaviour change for more sustainable waste and water management practices within the corporation as well as in the broader community. This position is responsible for providing specialized professional advice to the department and communications in the areas of social based marketing, best practices in leading behaviour changes to support environmental policy and goals. This work is high profile and a politically sensitive area of work. This position reports to the Manager, Program Development & Delivery.
Duties & Responsibilities
Responsibilities include leading the public education and outreach team in designing, developing, implementing and on-going delivery of public education and outreach activities to increase use of more sustainable waste and water management practices to achieve the corporations waste reduction, diversion, and water management goals. This includes working with schools, government, industry, community groups, media, and the public as well as other City departments to inform, advocate and promote water and waste reduction to achieve sustainability goals, requiring the incumbent to build and maintain effective relationships. The incumbent is expected to exercise independent judgement, initiative, and decision-making authority to develop proactive programs and respond to public concerns.
This position leads a team of skilled outreach and education advisors specializing in public outreach and environmental policy. The incumbent is required to lead, supervise and mentor technical and junior staff.
Leads development and implementation of public education, outreach, and compliance strategies for various audiences of all ages to advance the understanding and adoption of behaviours that reduce and divert waste, and conserve water to protect our environment that contribute and to building a sustainable community.
Leads the planning, organizing and coordination of a variety of education and outreach events and activities to achieve Waste Plan Regina and departmental goals.
Develop education programs for schools tied to the school curriculum.
Utilizes knowledge and understanding of social marketing tools and strategies to convey science-based information in a way that engages public dialogue, shares information or influences behaviour change.
Collaborates with communications to produce professional quality, creative, visually pleasing, and informative communication materials for the community about waste and water programs.
Identifies community events that attract the appropriate audience for the intended messages and to provide program information.
Research, studies, and analyses information to formulate, implement, and evaluate initiatives to advance the corporation waste and water management goals. This includes but not limited to efforts that support achieving City Council’s corporate and community waste diversion, reduction, and sustainability targets.
Contributes to and supports the facilitation of public participation in development of new services or bylaw changes to support program goals.
Manages the compliance programs for residential and non-residential waste service in accordance with municipal bylaws including associated correspondence and record keeping.
Speaks with customers verbally or through written communication to explain waste collection and other program requirements.
Researches and compiles economic, demographic, environmental, program and other related data required to support new education and outreach programming.
Maintains public education, outreach, and compliance databases.
Works collaboratively with communications to maintain the branches web information on the City website.
Provides input into studies or special projects undertaken by the corporation or outside agencies on matters related to waste and water management.
Develops and sustains relationships with business, government, media, and the public to further departmental goals related to waste and water management practices
Represents the Branch while participating in meetings of Committee and Council, with other departments, at public meetings, and in discussions with consultants.
