Job Summary

Reporting to the Waste Diversion Program Manager, the Waste Diversion Contract Supervisor leads the administration and implementation of product stewardship programs, waste diversion activities and engagement of interested parties related to waste diversion, recycling and organics collection at Multi-Residential (MR), Mixed-Use (MU) and Industrial, Commercial and Institutional (IC&I) properties and ancillary waste management services. The position’s mandate includes overseeing contractor performance, implementing pilot projects, administering diversion programs, educating service clients and conducting investigations related to compliance with the Region’s Waste Management System By-law.

**Education**:

- Post-secondary diploma in Business, Environmental Studies or an equivalent field of study.
- Additional courses in Waste Management and/or By-Law enforcement are an asset.
- Additional courses with the Municipal Law Enforcement Officers’ Association of Ontario (MLEOA) are preferred.
- An equivalent combination of education, experience and qualifications may be considered.

**Knowledge**:

- 5 years of experience in contract management and engagement of interested parties in a waste management setting. By-law enforcement experience is an asset.
- Demonstrated waste management experience in a municipal setting is preferred.
- Knowledge of contract administration principles applied to vendor performance management, risk management and program performance metrics reporting.
- Demonstrated knowledge of the Occupational Health and Safety Act, Transportation of Dangerous Goods Act, WHMIS, Regulation 347 of the Environmental Compliance Approvals (EPA) and the Waste Free Ontario Act.
- An Environmental Practitioner or Certified Waste Auditor designation would be considered an asset.
- Must successfully obtain certification as a Municipal Law Enforcement Officer, within one year of commencing employment.

**Responsibilities**:
**Administers and supervises the implementation of various waste diversion contracts, to ensure efficient and effective service delivery to residents of Niagara and that contractor(s) are performing work in accordance with Niagara Region’s program and policies. (50% of time)**:

- Ensures that services are delivered in accordance with contractual requirements and service level expectations, by overseeing contractor performance, analyzing regulatory compliance and permitting requirements and maintaining a consistent contractor monitoring system.
- Reviews recorded transaction information, related to the Region’s Multi-Residential (MR), Mixed-Use (MU), and Industrial, Commercial and Institutional (IC&I) properties recycling and organic programs, Special Events Recycling and Organics (SERO) collection, the Household Hazardous Waste (HHW) program, the Electrical & Electronic Equipment (EEE) program, batteries, dry wall, mattress, têxtiles, and reusable goods drop off program to validate cost and revenue.
- Provides guidance on waste audits and reports required by the regulatory agencies, and the Region’s waste diversion programs, including the waste diversion in multi-residential buildings, depot diversion programs, corporate waste reduction initiative and pilot projects.
