The Communications and Technology Services Bureau (CTSB) is comprised of more than 1,000 dedicated uniform and civilian professionals who possess a wide variety of backgrounds, expertise, and technical skills. **What can I expect to do in this role?**: To design, develop, implement and maintain databases, and provide advice on data management and systems development procedures and techniques to clients.

**How do I qualify?**:
**Mandatory**:

- Ability to pass an OPP background/ security investigation.

**Knowledge, Skills and Abilities**:

- Knowledge of data modelling and database development methodology and techniques, programming languages, and data storage and retrieval techniques to: analyze client data flow and management requirements in relation to program services and operations; recommend database structure and data management standards and procedures; design, implement and test database systems.
- Knowledge of systems development methods and practices in order to prepare documentation on development and design specifications, develop and recommend data management procedures (e.g. user access, data security), and write manuals and guidelines for users.
- Excellent oral and written communication skills as well as strong interpersonal skills.
- Analytical and problem-solving skills to analyze client information and data management requirements, and to develop database and recommend related data management standards and procedures.
- Analytical and evaluative skills to develop and recommend data management procedures, e.g. controlling user access, security control measures; and to develop and deliver training and technical support to users during testing, implementation and ongoing use of databases and systems.
- Ability to determine parameters and scope of review/analysis of client operations and data management requirements in preparation for feasibility studies; determine and recommend data management strategy; to client and recommend related policies, standards and procedures for operation and administration (e.g. levels of user access, security measures, data manipulation and storage capabilities); identify opportunities for data sharing and integration across projects/programs; determine testing and implementation plans.
