- HRM’s Transportation Planning team is seeking a skilled transportation professional that will play a key role supporting the implementation of the Integrated Mobility Plan and other regional transportation initiatives that aim to support the Municipality’s rapid growth in an economically and environmentally sustainable manner. The Project Manager will lead a range of transportation planning projects including conceptual / functional design for key multimodal corridors, transportation master planning for proposed growth areas, and transportation impact analysis / monitoring for proposed and completed mobility projects.**DUTIES AND RESPONSIBILITIES**:

- Provides leadership and direction to project teams and internal/external stakeholders for projects including conceptual / functional design for key multimodal corridors, transportation master planning for proposed growth areas, and transportation impact analysis / monitoring for proposed and completed mobility projects/programs;
- Establishes and maintains effective professional working relationships with project stakeholders including internal contacts, property owners, architects, engineers, business improvement districts, and other external stakeholders.
- Responsible for managing project budget, schedule, team composition, communications, quality, and risks;
- Ensures that legal, regulatory and municipal requirements are adhered to.
- Ensures compliance with project-specific procedures and reporting.
- Develops and maintains project reporting documents including charters, schedules, work breakdown structures, risk registers, written and oral reports, KPIs, tracking, and forecasting;
- Attends and chairs internal and external meetings including public and stakeholder engagements;
- Acts as Project Liaison with other divisions and/or departments during the planning and design process for transportation capital projects and initiatives;
- Explores alternative methodologies and best practices relative to project management and transportation design/delivery from various jurisdictions;
- Provides insight in the multi-year capital plan and recommends projects for inclusion;
- Seeks out and identifies opportunities for federal, provincial and local funding for regional transportation initiatives;
- Researches, analyses, and prepares detailed reports, terms of reference, requests for proposals, correspondence, and briefs;
- Makes recommendations and presentations to Boards, Committees and Council

**QUALIFICATIONS**

**Education and Experience**:

- Post-secondary degree in Transportation Planning, Civil / Transportation Engineering, or Urban Planning. Graduate level degree in a transportation-focused field is considered an asset.
- Minimum five years related experience as a Project Manager in transportation planning and/or transportation engineering. Municipal experience related to development projects and/or renovation of existing infrastructure assets is considered an asset
- Project management training and PMP certification is considered an asset;
- An equivalent combination of education and experience may be considered.

**Technical/Job Specific Knowledge and Abilities**:

- Strong project management skills in multi-disciplinary transportation projects;
- Strong technical knowledge of the principles and practices of transportation planning and with an in-depth proficiency in multimodal transportation design, transportation demand modelling, and infrastructure planning;
- Proficiency in software programs including Sychro/SimTraffic, PTV VISUM/VISSIM/VISTRO, Arcady, and AutoCAD considered an asset;
- Knowledge of relevant provincial and federal government regulations and programs
- Ability to interpret civil, structural, mechanical, and architectural drawings and specifications;
- A general knowledge of the legislative framework and community context under which land use planning law operates and the rights of landowners, neighbourhoods and communities;
- Strong written and verbal communications and strong interpersonal and facilitation skills;
- Creative problem-solving skills to gather relevant information to solve less well
- defined practical problems;
- Ability to work on several projects or issues simultaneously, independently or in a team environment;
- Strong ability to plan, organize and coordinate work with project teams;
- Strong analytical and decision-making skills.
