**POSITION**:Researcher/Analyst II - Treaty Governance Office

Primary Function:
The Federation of Sovereign Indigenous Nations (FSIN) is seeking a highly motivated individual for the position of Researcher/Analyst II within the Treaty Governance Office department. The successful applicant will be responsible for providing technical capabilities to identify, evaluate research, develop, and analyze issues for the Treaty Governance Office (TGO) in its mandate on the United Nations Declaration on the Rights of Indigenous People’s (UNDRIP) Act. Develop First Nations resource materials including presentations that supports and enhances the ongoing awareness for First Nations in Saskatchewan in relation to UNDRIP. Provide written documentation for briefings, updates, and forward planning to support the Executive Director of TGO. Areas can include resource materials, legislation, and policy.

**TYPICAL DUTIES AND RESPONSBILITIES**:

- Manage projects and deliverables.
- Works independently with mínimal direct supervision.
- Demonstrate excellent written and verbal communication skills, and significant knowledge of issues impacting First Nations as well as First Nations governance structures and process in Saskatchewan.
- Demonstrate excellent written and verbal communication skills, and significant knowledge of UNDRIP, the UNDRIP Act Bill C15 and the UNDRIP Action Plan
- Coordinate and provide recommendations for policies, regulations, strategies, programs, or services.
- Coordinate, monitor and facilitate UNDRIP Engagement Sessions with First Nations Communities, Elders and Leadership.
- Undertake follow-up of work assigned by the Executive Director.

Technical, Research, and Analysis
- Identify, research, and develop First Nations resource material as related to FSIN’s UNDRIP mandate.
- Conduct research and analysis for the promotion and coordination of issues generally.
- Provide advice and assistance in the creation of First Nations resource material.
- Legislative and policy review at all levels of government - provide overviews.

Communications
- Assist in the communication, promotion, and implementation of First Nations resource materials.
- Maintain effective liaison and communication with First Nations at regional levels.

Reporting, Communication, Advocacy
- Advocate the vision, mission, and values of the department locally, regionally, provincially, and nationally.
- Development of written material, reports, briefing notes and updates on UNDRIP
- Represent department, establishing and maintaining ongoing relations with First Nations governments and agencies.

**Research**
- Undertake research utilizing primary, secondary and other sources, including legal, historical documentary/archival.
- Draft year-end research reports for submission to TGO funding organizations.

**Other**
- Provide excellent communication and administrative support to the Treaty Governance Office.

Maintain up-to-date records on work assigned and completed.

**QUALIFICATIONS**

**Education**
- Bachelor's degree, Diploma or equivalence in a related field.

**Experience**
- One (1) to three (3) years related work experience.
- Computer skills - Microsoft Word, Excel, PowerPoint, Outlook, Zoom, Teams, and Internet.
- A combination of education and experience will be considered.
- Knowledge and understanding of First Nations customs, culture, and history.
- minimum of three (3) years’ experience working directly with a First Nation or First Nation organization; however, a combination of education and experience will be considered.
- Strong writing and verbal skills, including logic, conciseness, and clarity of writing.
- Strong analytical skills with the ability to prepare comprehensive reports, options papers, briefing notes, project proposals and other documentation as required.
- Considerable knowledge and understanding of Saskatchewan First Nation customs, cultures, and history.
- Considerable knowledge and understanding of Inherent and Treaty Rights, First Nation protocols and of local, regional, provincial, and national First Nation organizational structures and processes.
- Demonstrate a practical and theoretical knowledge and understanding of research methodologies and understanding of policy analysis process related to UNDRIP.
