Under the general direction of the Manager, Talent & Acquisition Development, the Human Resources Advisor oversees and manages the hiring process to attract, recruit, secure and on-board qualified employees and the further training and professional development of those employees. This position supports the College’s Human Rights Special Program Exemption and oversees the College’s Tuition Exemption program and training assistance process. Administers the preliminary tracking of the probationary review system of operational employees.

NATURE & SCOPE:

- The Human Resources Advisor supports and enhances the efforts of the Executive Director in fostering a team approach within the department and is committed to providing quality customer service through continuous quality improvement.
- You will be part of a team actively engaged in contributing to and accomplishing the vision, mission, and goals of the College and in supporting the aspirations and needs of our learners.
- You will promote a positive work atmosphere by interacting and communicating in a professional manner that demonstrates mutual respect with students and colleagues.

Specific Duties

**Key Responsibility Areas**:

- Administration of all staffing activities related to recruitment and selection.
- Administration of the Professional Development including Tuition Exemption programs for operational staff, and administrators and Tuition Exemption for dependents of all College Staff and Faculty members.
- Responsible for Collective Agreement Administration as it applies to Recruitment and/or Professional Development program including Tuition Exemption.

**Recruitment and Selection**:

- Prepares appointment letters for operational staff in the absence of the HR, Admin Support person.
- Responsible for ensuring job postings and selection are completed in accordance with appropriate Collective Agreement requirements, applicable legislation and College processes, and in consultation with Administrators.
- Responsible for training and supporting the College community users in the use of the PeopleAdmin Applicant Tracking software when appropriate. Routine system maintenance in addition to working with the vendor as required. Assist the HR Analyst with developing, maintaining and posting instructional manuals.
- Provides advice on relocation allowances and processing expenses.
- Provides advice, guidance and follow-up regarding hiring and employment related matters as they pertain to recruitment and professional development.
- Supports the chair of the College’s Human Rights Special Program Exemption committee. Responsible for tracking, advising and reporting on the HRSP.

**Training and Development**:

- Administers the College Training Assistance budget ensuring funds are distributed in accordance with College policy, guidelines and relevant Collective Agreement language.
- Reviews training assistance guidelines and offers suggestions based on industry best practices, operational needs of Employer and in conjunction with the College’s Strategic Plan.
- Oversees Tuition Exemption for all college employees in accordance with Collective Agreement language.
- Responsible for ensuring all newly hired Operational employees are oriented to the College. Responsible for orientation of all newly hired Administrative employees when the HR Analyst is not available.
- Develops and updates information for the orientation processes and hiring guides for both Administrative and Operational employees.

**General**:

- Manages the Criminal Record Check procedure for all staff at the College.
- Represents the Human Resources Department on a variety of college committees.
- Responsible for developing and maintaining effective working relationships within all of CNC, other institutions, committees and external agencies.
- Participate in, and give evidence at arbitration hearings as required.
- Responsible for overseeing the Probationary Review system for Operational employees.
- Completes survey information for Public Sector Employer’s Association and other external organizations as required.
- Acts as backup to the Human Resources Advisor, Benefits and Abilities Management with the administration of group health benefits and pension plans and other related duties in compliance with the Collective Agreement, policies and procedures.
- Must have the ability to occasionally work outside of regular business hours as necessary.
- Occasional travel to job and career fairs may be required.
- Some travel to regional campuses is required on an as needed basis.
- Performs other related duties as assigned.

- Bachelor’s Degree or Human Resources Management Diploma.
