The Supply Chain Analyst III is responsible for coordinating and executing purchases of services in accordance with Enbridge policies and procedures; conducting reviews and analysis service requisitions; obtaining competitive bids to ensure services are procured at a reasonable price while achieving any possible cost savings; and acting as a liaison between user departments and suppliers. ? The responsibilities also include conducting spend analysis and preparing various reporting including development of the Power BI dashboards. Specific Accountabilities: ? Ensure compliance with SCM and enterprise governance requirements ? Responsible for reporting and communicating on SCM Services activities ? Execute the complete procurement process from preparing all aspects of competitive bids through to, commercial evaluation, recommendations, and purchase order issuance. ? Assist in the execution of service agreement. ? Obtain optimized pricing and cost-efficient methods to assist in cost saving measures. ? Research sources of supply, review sole source validity and determine methods of procurement action. ? Negotiate with suppliers the terms and conditions, pricing, delivery, payment terms, cancellation charges, warranty, scope of work and change orders as required. ? Demonstrate integrity, ethical behavior, trust, safety, and stewardship while driving to bottom line goals and profitability ? Maintain records in accordance with established policies and procedure ? Understand supply chain concepts, intelligence data, information sources, and latest advancements and effectively use these to recommend improvements to meet business needs ? Perform objective analysis and evaluation of an issue to form a decision ? Develop and maintain required reports utilizing Microsoft Excel and Power BI dashboards. ? Conduct savings tracking and measurement for the complex services team ? Investigate and facilitate issue resolution relative to procurement activities as requested ? Act as a liaison between sourcing specialists and advisors and/or consultants and suppliers ? Research and implements cost saving initiatives. ? Maintain an up-to-date knowledge of market conditions and industry trends relating to SCM as it pertains to their category ? Other duties as assigned. Required: ? University or College degree in Supply Chain, Finance, Business, Economics, Engineering, or related field ? Five or more years of Supply Chain experience ? MUST HAVE Advanced skills in Microsoft Excel and Power Bi ? Experience with ERP systems for PO creation. Specifically, SAP, Oracle or both SAP and Oracle ? Excellent oral and written communications skills required including presentation skills ? Strong proven negotiation skills required ? Advanced mathematical and analytical acumen Preferred: ? Supply Chain related certification ? Enrollment in the Supply Chain Management Professional (SCMP) / Certified Professional in Supply Management (CPSM) designation program or equivalent is an asset ? Experience in the oil and gas industry
