Position Summary
This position is responsible for the management of a work crew in delivering a variety of city-wide operational services including construction, maintenance, operation and preservation of City infrastructure. This position reports to a coordinator or supervisor. Duties & Responsibilities
Organize and supervise a work crew engaged in the construction, preservation, maintenance and operation of sewer and water systems and related projects.
Provide quality control in regard to the service delivery.
Operate equipment and assist in the delivery of operational services including sewer collection and drainage and water supply and distribution.
Inspect, assess, monitor, operate and maintain equipment, by way of set-up modifications and cleaning of equipment, together with performing minor repairs and/or identification of necessary repairs.
Provide training, supervision and leadership to ensure field operational projects and service schedules are carried out efficiently, effectively, respectfully and safely, in accordance with legislation, policies, practices, and standards.
Monitor, maintain, and assess work processes for the purpose of improving the efficiency, effectiveness and safety of the work crew. Work processes typically involve weekly expenditures, equipment usage, production, performance, quality of products and customer service.
Identify and recommend changes and improvements to preservation and maintenance plans, programs, procedures, materials, equipment, staffing and work schedules.
Promote, enforce and assure compliance of personnel, crew, equipment and materials at work sites to meet Provincial Occupational Health and Safety Act, City of Regina City of Regina Occupational Health and Safety Manual and National Safety Code.
Interpret legislation and communicates specifications, blueprints, diagrams, manuals, work orders, city policies and standards to employees to ensure compliance with requirements.
Ensure the integrity and accuracy of time, production, and reports submitted by members of the work crew. Requisition and purchase material, small tools and supplies within the limits of established authority.
Coordinate resources, communication and work activities with other supervisory staff and employees to establish or adjust work schedules, processes and programs to meet required deadlines, targets, goals and objectives.
Monitor, identify and evaluate infrastructure assets and services for operational performance, community safety and compliance with Corporate polices and standards.
Investigate, assess, and prepare written documentation and recommendations in regards to concerns and inquiries from internal and external customers and carries out effective public relations and communication with a strong customer service orientation.
Lead, mentor and supervise employees to ensure efficient and effective work processes and prepare recommendations with respect to performance appraisals of subordinate staff.
Monitor, identify and evaluate equipment needs and materials.
Establish and manage inventories for parts, supplies, replacement units, tools, special equipment and materials pertaining to the section.
Listen, document and assess events to prepare and present appropriate stakeholder responses regarding operational issues.
Identify and resolve risk management issues related to sewer and water systems.

Demonstrated supervisory, leadership, and project management abilities to plan and organize operational projects, activities, resources and staff.
Demonstrated ability to operate equipment efficiently and safely.
Knowledge of supervisory leadership principles and practices.
Diverse knowledge of sewer and water design, materials, construction, preservation and operations
Knowledge of applicable City, Provincial and Federal acts, bylaws, policies, rules and/or regulations pertaining to water and sewer operations.
Knowledge of the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual.
Demonstrated ability to interpret, understand and manage work in accordance with the general rules and regulations of the Provincial Occupational Health and Safety Act, National Safety Code and expectations of City of Regina’s policies, standards, practises and guidelines.
