Position Summary
**This is a term position up to twelve (12) months. **
This position is responsible for the management of a work crew in delivering a variety of city-wide operational services including but not limited to the installation of various types of longitudinal and transverse road markings and symbols. This position reports to a Supervisor. Duties & Responsibilities
Organize and supervise a work crew engaged in the construction, preservation and maintenance of road markings and symbols including planning and organizing daily activities, training and monitoring work performance of assigned staff.
Provide records management by maintaining computerized work activity on a daily basis.
Operate paint truck, walk-behind paint machines and line eradicator in the delivery of operational services, including downloading information from the paint truck.
During the winter months, provide leadership and oversee work activities in the Sign shop and field including seasonal street decorations, bridge guard rail repairs, fabricating, installing, replacing, and maintenance of signs, and other Branch projects as assigned by the Manager or Supervisor.
Inspect, assess, monitor, operate and maintain equipment by way of set-up modifications and cleaning of equipment, together with performing minor repairs and/or identification of necessary repairs.
Provide training, supervision and leadership to ensure field operational projects and services are carried out efficiently, effectively, respectfully and safely, in accordance with legislation, policies, practises, and standards.
Monitor, maintain, and assess work processes for the purpose of improving efficiency, effectiveness and safety of the work crew. Work processes typically involve weekly expenditures, equipment usage, production, performance, quality of products and customer service.
Identify and recommend changes and improvements to pavement marking plans, programs, procedures, materials, equipment, staffing, and work schedules.
Promote, enforce and assure compliance of personnel, crew, equipment and materials at work sites to meet Provincial Occupational Health and Safety Act, City of Regina Occupational Health and Safety Manual, and National Safety Code.
Interpret and communicate specifications, drawings, diagrams, manuals, work orders and city policies and standards to employees to ensure compliance with requirements.
Ensure the integrity and accuracy of time, production, and reports submitted by members of the work crew.
Requisition and purchase material, small tools, and supplies within the limits of established authority.
Coordinate resources, communication, and work activities with other supervisory staff and employees to establish or adjust work schedules, processes and programs to meet required deadlines, targets, goals, and objectives.
Monitor, identify, and evaluate infrastructure assets and services for operational performance, community safety and compliance with Corporate policies, standards and legislation.
Investigate, assess, and prepare written documentation and recommendations and carries out effective public relations and communication with a strong customer service orientation.
Lead, mentor, and supervise employees to ensure efficient and effective work processes and prepare recommendations with respect to performance appraisals of subordinate staff.
Monitor, identify, research and evaluate equipment needs, material needs, and disposal of associated waste materials.
Establish and manage inventories for parts, supplies, replacement units, tools, special equipment and materials pertaining to the Branch.
Listen, document and assess events to prepare and present appropriate stakeholder responses regarding operational issues.
Identify and resolve risk management issues related to traffic operations.
Supervise the installation and maintenance of all painted and permanent pavement markings.
Performs related duties as required. Knowledge, Skills & Abilities
Demonstrated supervisory, leadership, and project management abilities to plan and organize operational projects, activities, resources and staff.
Demonstrated ability to operate Traffic Control equipment efficiently and safely.
Knowledge of traffic sign and control device installation and maintenance procedures,
Knowledge of pavement marking procedures, materials, and maintenance,
Knowledge of safety procedures and practices for working in heavy traffic,
Knowledge of basic traffic control procedures utilizing barricades and traffic cones,
Knowledge of supervisory and leadership principles and practices.
Diverse knowledge of traffic design, materials
