The Civic Centre includes the public spaces inside City Hall, the City Hall Plaza/Fountain, Sir Winston Churchill Square and Centennial Plaza and is the place that fosters the relationship between Edmonton’s government and its community and ensure City Hall and the Civic Precinct public spaces are ready and available for Edmontonians and visitors to enjoy, celebrate, gather, discuss and plan for our future.

Reporting to the Director, Civic Events & Festivals, the Supervisor Civic Centre Programs and Events will lead a team to develop and implement operational service focused strategies to support governance and oversight of the public spaces in the Civic Centre. This role leads the coordination and delivery of programs and city services for festivals and events such as The Works, Edmonton International Street Performers and Taste of Edmonton, as well as management and operation of the Wm. Hawrelak Park Amphitheatre.

This role will provide governance, policy and procedure oversight for the public spaces in City Hall and the Civic Centre. This requires the role to ensure all operational areas in various City Departments including City operations (Parks & Roads Facility Maintenance Services, Transit, etc), Community Services (Peace Officers, Social Development), Legal Services (Corporate Security), Real Estate (Property Services), etc. who have operational budgets allocated to the delivery of services in the Civic Centre, understand and provide services for City Hall and Sir Winston Churchill Square.

- Lead, establish and exemplify the desired culture throughout the work unit in support of the City’s Plan, Cultural Commitments and Leadership Principles and competencies
- Support and guide corporate and section policy, process and procedures development as well as leading the strategic planning for the Civic Centre Programs and Events unit
- Develop, recommend and implement governance structures, policy, processes and procedures
- Build community engagement and partnerships with festival & event producers, business improvement areas, businesses and agencies in and adjacent to the Civic Centre, community organizations and other orders of government
- Plan and lead community engagement including the Civic Centre Partners Group, which provides advice and guidance on operational and strategic priorities in the Civic Centre
- Lead the staff who provide event permitting within the Civic Centre
- Work closely with colleagues across the corporation to successfully deliver festivals, events, and programs that contribute to a safe and vibrant downtown
- Collaborative with the section leadership team, to develop and translate Branch business plans and strategies
- Actively work with internal and external partners in the planning and permitting functions within other sections and branches
- Determine unit resource requirements; conduct staff recruitment and selection and make effective hiring and promotion decisions to ensure a stable workforce
- Utilize influence to drive change, build cohesive, high performing teams and successfully implement corporate and departmental strategic plans
- Build event, group, and festival capacity that enhances the partner organization’s ability to meet their own needs and aspirations
- Ensure the delivery of civic programs and events such as Canada Day, New Year’s Eve, Movies on the Square or other major festivals and events activations, such as Grey Cup, and CCMA activations
- Provide strategic direction and development of processes and procedures for city infrastructure Specialty Lighting program

**Qualifications**:

- Bachelor’s degree in Business Administration, Leadership, Recreation Administration, Planning or other related discipline. A Graduate degree is an asset
- 5 years of supervisory/management experience in facility operations, including relationship building with community organizations, capital development, project management, agreement development, negotiation, monitoring and administration, strategic planning, and policy and process development
- Excellent understanding and experience in facility administration, operations and management
- Experience managing, directing and motivating staff across functional work teams in a union environment, including hiring, training, coaching, mentoring, and conducting performance reviews.
- Demonstrated ability and willingness to develop positive working relationships and work in a collaborative, integrated manner in a highly political environment
- Demonstrated political acumen and understanding of the municipal decision making process
- Excellent facilitation, consultation, conflict resolution and negotiation skills
