We are currently seeking an exceptional senior leader for the role of Chief Executive Officer, Winnipeg Child and Family Services.

The Winnipeg Child and Family Services (WCFS) Branch provides a comprehensive continuum of child protection, early intervention and
family support services in accordance with The Child and Family Services Act and The Adoption Act. The branch provides protection
services to children at risk of abuse or neglect, and works with community partners to support children to remain safely with their families. Services to children in care include reunification services, kinship care, foster care, and specialized placement services. The branch partners with community groups to provide supports that ease the transition of children coming into care and youth planning to live independently. The branch provides adoption, post-adoption services to children and guardianship responsibilities to children, youth and families when reunification is no longer an option.

Winnipeg Child and Family Services also provides oversight to Emergency Placement Resources (EPR) which is responsible for providing emergency short-term placements for children in care on behalf of the four child and family services authorities in Manitoba.

Conditions of Employment:

- Must provide and maintain a satisfactory Criminal Record Check with a vulnerable sector search, Child Abuse Registry Check and Adult Abuse Registry Check.
- Must have a valid driver's license, access to a vehicle and the ability to travel within the Province of Manitoba.

Qualifications:
Essential:

- Extensive experience working in the delivery of mandated child and family services and leading teams of social services professionals.
- Proven ability as an exceptional leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future.
- Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change.
- Management experience with responsibility for human and financial resources.
- Experience translating strategic priorities into clear operational and business plans, and experience with strategic performance management and measurement systems (e.g. Key Performance Indicators, Balanced Scorecards).
- Strong verbal and written communication skills with experience managing internal and external stakeholder relationships.
- Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.
- Strong financial acumen with experience in budgeting and financial management.
- Experience building relationships with Indigenous people including experience advancing and implementing the principles of reconciliation.

**Duties**:
The Chief Executive Officer reports to the Assistant Deputy Minister of Community Service Delivery (CSD) on staffing and general operations. Winnipeg Child and Family Services also has a reporting relationship to the General Child and Family Services Authority which provides oversight and support to the organization on child and family services delivery.

As a member of the department’s leadership team, the Chief Executive Officer is responsible for leadership of the Winnipeg Child and Family Services Branch. Specifically this includes:
