**Opportunity**

Lift Community Services operates low-barrier supportive housing and emergency shelter services for vulnerable adults, seniors and people with disabilities who are at risk of or experiencing homelessness in the qathet region. We are seeking a full-time, temporary Program Manager to participate with the housing management team to maintain the day-to-day operations and standards of the qathet Emergency Shelter by performing duties such as client intake and discharge, supervision and direction of staff, program and facility oversight, and maintaining compliance with the policies and standards of Lift Community Services. This position works with vulnerable populations who are currently unhoused or who have recently exited homelessness, taking a people-centered, harm reduction approach.

**Overview**
- **Hours**: 40 hours/week (Mon-Fri)
- **Hourly Wage**: $31.90
- **Job Type**: Full-time, Temporary (Until March 15, 2025, or return of incumbent, with possibility of extension)
- **Work Site**: qathet Emergency Shelter (4746 Joyce Ave.)
- **Start Date**: ASAP

**Key Tasks and Competencies**
- **Client Intake and Discharge**- Oversees bed turnover and room turnover as specific to the site
- Conducts and/or overtakes intake of new clients as required
- Oversees discharge ensuring procedures are followed
- Oversees storage of client belongings in accordance with relevant guidelines
- **Staff Supervision and Direction**- Leads a dedicated team of shift leads and support workers by providing clear and consistent direction and promoting the team’s success through orientation, mentorship and guidance
- Provides work direction to program staff, ensuring all shift duties are completed according to site guidelines and standards and assigning extra shift duties as needed
- Conducts annual performance evaluations in accordance with Lift human resources policies and procedures
- Monitors shift logs and daily, weekly and monthly checklists and follows up to ensure completion of tasks
- Oversees on-boarding (probationary period and orientation) training, and team-building activities, in adherence to related policies and procedures
- **Program and Facility Oversight**- Conducts regular site inspections and unit inspections according to established schedule and reports results to manager
- Organizes follow-up to issues identified in monthly inspections, in collaboration with the maintenance team and Housing Services Manager
- Oversees storage protocols and tracking for client belongings
- **Client Support**
- Collaborates with support staff to ensure client support is completed, including: Checking in with vulnerable and at-risk clients; providing peer counselling and support; arranging mental health support and other services; liaising with service providers- Participates in case planning to assist vulnerable clients with required support levels and promote service retention- Participates in care planning meetings to support service access and retention
- Ensures site compliance with the Good Neighbour Agreement and other contracts and agreements relevant to the site
- Ensures clients receive regular, accurate communication about program, services and opportunities
- **Administration**- Ensures the client roster is updated and wellness checks are completed according to site protocols
- Maintains client files, updating regularly and ensuring compliance with relevant confidentiality and storage policies
- Provides input into policy and procedure development, budgeting processes, reporting, program evaluation, change management, and other issues that a
