**NATURE OF WORK**
Reporting to the Director General, the Contracting Manager ensures compliance with the CSB Policy on Awarding Contracts for Suppliers, Services and Construction. The Contracting Manager also ensures compliance with calls for tenders, service agreements, SEAO registry and oversight on community vendor relations.
The Contracting Manager leads by example, fosters a spirit of teamwork, engages employees and facilitates a workplace culture in keeping with the CSB organizational values.
**REQUIRED QUALIFICATIONS**
- Bachelor’s degree in a relevant field of study, or equivalent relevant experience in contracting.
- 5 years of experience in a contracting or similar management function.
- Highly proficient oral and written English and oral Cree is a requirement.
- French is a definite asset.
**CHARACTERISTIC FUNCTIONS**
**_Departmental Responsibilities_**
- Collaborate with the Director General in the development and execution of the departmental strategic initiatives and annual action plan for the Office of the Director General.
- Contribute to the preparation of the departmental budget and monitor budget of select operations / projects.
- Participate in the development and implementation of departmental initiatives, processes, internal procedures and policies, and ensure monitoring, as well as compliance in line with key performance measures.
- Implement and maintain up-to-date efficient and effective systems, databases/ files and administrative standards that respond to the needs of the department while supporting the overall organization and ensuring alignment with legal and governance requirements.
- Coordinate and/or prepare and analyze select reports and circulate, as appropriate.
- Establish and maintain effective communications and relations within his/her sector, across the CSB and with external stakeholders.
- Provide pertinent information to and respond to queries from internal and external stakeholders, as required.
**_Role-Specific Responsibilities_**
- In collaboration with the Compliance Monitor, ensure the CSB is in compliance with the public contracting legislation and regulations, as outlined in the CSB Policy on _Awarding of Contracts for Supplies, Services & Construction_;
- Develop and implement community purchasing and vendor selection strategies, taking into account quality, pricing, delivery schedules, and service levels;
- Develop, implement and maintain the processes, tools and resources to support purchasing, including mechanisms to monitor and track results;
- Streamlines calls for tenders, service agreements, SEAO registry and other related tasks as required.
- Provide expertise and support to managers throughout the purchasing process, including proposals, negotiations, vendor selection, contract development, and evaluations;
- Act as primary contract and negotiator for key purchasing requests such as hotels, charters, and local catering;
- Manage key community vendor relations and performance;
- Maintain contractual records;
- Monitor contracts and enforce and defend CSB’s contractual interests such as release of “acquittance”;
- Perform analyses, conduct research, develop and propose recommendations;
- Respond to routine inquiries related to community contracts and vendor management;
- Participate in formal dispute resolutions;
- Track results, issues, identify risks and prepare reports.

- Ability to work well both independently and in a team environment;
- Knowledge of Microsft Office.

Full time permanent.
Travel required.
35hrs/week.
