**PROJECT OPERATIONS MANAGER - Sheltering and Outreach**

**JOB SUMMARY**

The Sheltering and Outreach Project Operations Manager (POM) will be responsible for oversight of the sheltering and outreach continuum, ensuring effective tenant, shelter guest, and participant relations and will demonstrate a focused commitment to the low and no barrier approach. This position will work in collaboration with key internal and external stakeholders to achieve excellence in sheltering and housing. This role requires regular hours worked on site in the specifically assigned projects, as well as response to emergent situation as needed.

PHS Community Services Society provides housing, harm reduction, health promotion and health care to vulnerable communities. Our supportive housing and low barrier programs provide refuge, services and advocacy for those who are homeless or poorly served elsewhere due to their physical health, mental health, behaviour, substance use, or involvement with the criminal justice system. **KEY RESPONSIBILITIES**

The job includes, but is not limited to, the following:

- Responsible for communicating job expectations, training, mentoring, coaching and developing staff. Provides work direction, assignment of duties and conducts regular employee evaluations. Applies progressive discipline as required.
- Strong knowledge of and compliance with the collective agreements, OH&S and all other employee policies and procedures.
- Investigates work conduct and staff performance issues and facilitates remedial action or progressive disciplinary action, up to and including termination.
- Participates in grievance processes and other labour relations matters when necessary.
- Responsible for filling unfilled schedule vacancies and doing last minute shift coverage, reviewing schedules in advance to identify upcoming issues. Works with the Coverage Team.
- Responsible for staff timesheet punches and shift adjustments.
- Produces works schedules and monitors attendance of shelter team. Allocates daily work assignments and responsibilities.
- Supervises, develops and trains employees. Monitors work performance.
- Collaborates with the Senior Managers to review and create job descriptions and job postings as necessary.
- Responsible for the effective and supportive communication between staff, shelter guests, community agencies, and service providers.
- Responsible for the completion of daily tracking sheets; HIFIS, Honorarium, VAT etc.
- Initiates a coordinated response in crisis situations and immediately notifies senior management.
- Ensures the shelters are consistently well-maintained and works with the Maintenance team and building staff across the Vancouver continuum to achieve highest standards of building conditions in terms of home support and pest control, utilizing both internal and external resources for best results
- Maintains the overall Occupational Health and Safety program, ensuring all staff are properly trained and operating in accordance with the law and established best-practice. Facilitates WorkSafe and OH&S inspections, incident reviews, and follow-up. Ensures Violence Risk Assessments are complete and up to date.
- Represents the Employer at OH&S sub and central committees as needed.
- Oversees specific project budgets responsible for monitoring expenditures, performing variance analysis, and reporting to senior management.
- Prepares assigned shelter sites for City of Vancouver fire and building maintenance inspections.
- Other duties as required.

**QUALIFICATIONS / EXPERIENCE**
- Bachelor’s Degree in a relevant area with five to seven years management experience or equivalent combination of education, training, and experience
- Knowledge of budget management
- Demonstration of superior interpersonal skills with a preference to working as part of a team.
- Proven ability to be highly self-motivated, demonstrated initiative and recommend changes when required to improve operations.
- Ability to exhibit cultural sensitivity and empathy.
- Excellent communication and conflict resolution skills.
- Excellent judgment in crisis situations.
- Strong knowledge and practical understanding of harm reduction approaches.
- WCB Level One First Aid and CPR.
- A valid BC Driver’s License is considered an asset.
- Experience in Home Support and Pest Control certifications are considered as assets.

**TERMS OF EMPLOYMENT**

**Schedule**: Friday, Saturday, Sunday & Monday 2:00PM to 12:00AM
