At the Department of Community Services (DCS), we are a large and diverse department providing a broad portfolio of programs and services including Disability Support Program(DSP) Child and Family well-being (CFW), Employment Support Services(ESS), Income Assistance (IA), and Homelessness and Supportive Housing.

**About Our Opportunity**:
The Enterprise Project Delivery Unit is looking for a Project Manager to work as part of a dynamic team within the Strategic Operations & Innovation division. We need our next Project Manager to manage the design, build, and implementation of significant projects across the Department. Under the direction of a Project Director, the Project Manager identifies, defines, and manages projects that impact internal and external partners, interest holders, and assists the Department in delivering its vision, mission, and mandate.
You have a knack for delivering projects according to their scope/time/budget and strive to continually improve by measuring success through ongoing monitoring and reporting of projects. You will work with key internal and external stakeholders to develop and/or deliver on a plan for significant change management and communications, with guidance from senior colleagues.
As a Project Manager for the Enterprise Project Delivery Unit, you will act as a leader responsible for managing the completion of work products, efficient allocation and utilization of resources, and maintaining a collaborative, motivated, and successful team. You will also work to develop project plans and/or provide direction in their development. Other activities may include scope development, identification and analysis of business requirements, policy analysis, change management, communications, and management of any direct or indirect project resources.
**Primary Accountabilities**:
As Project Manager, your primary accountabilities will include (but are not limited to):
- Providing project management and team leadership in identifying, designing, planning, implementing, integrating, and evaluating multi-function, cross-departmental projects.
- Building strong collaborative relationships within the unit, across the department, other teams, and interest holders.
- Coordinating project/business activities (often carried out by others) that establish how and when the department will deliver products and services.
- Developing and delivering change management plans and achieving outcomes that support the departments and government’s overall strategy.
**Qualifications and Experience**:
You possess a university degree from a recognized school plus several years of related management experience or an equivalent level of direct and relevant experience will be considered.
- Proven leadership abilities in managing projects that achieve results in a complex and changing organization, influenced by a wide range of internal and external demands.
- Proven leadership experience in a matrix organization, effectively managing multidisciplinary teams whose members did not directly report to the Project Manager.
- Proven experience in leading projects aimed at social change and supporting vulnerable populations.
- Demonstrated ability to engage and collaborate with diverse stakeholders and incorporate community feedback into project planning. Stakeholders will be from various sectors, including, but not limited to, healthcare, municipal officials, social services, Information Technology and urban planning, to deliver integrated solutions.
- Previous experience managing multiple concurrent projects and deadlines and the ability to work under pressure, tight deadlines, and changing priorities.
- Effective, articulate, and persuasive communication abilities (written and verbal), along with attention to detail in terms of reading and disseminating information.
- An understanding and experience of change management at the individual and project levels.
- Familiar with accessibility and inclusive design principles to ensure services are accessible.
- Sensitivity to cultural differences and a commitment to respectful and inclusive project execution.
The following will be considered assets: experience in the public sector and social policy experience, experience leading engagements, experience working with diverse communities, crisis management and resilience, and digital transformation.
