**Facilities Planning Analyst - Capital project Office**:

The Capital Project Planning Analyst (Planning Analyst) supports the work of the Conseil scolaire francophone de la Colombie-Britannique (CSF) Capital Project Office (Project Office) and assists in a variety of capital planning activities and initiatives, including all major capital expansion projects.

The Planning Analyst reports to the Capital Projects Director of CSF Capital Project Office and works closely with the Project Manager(s), supported by the CSF managers and administrators, ECC staff, school administrators, facilities services managers and administrators.

Research and Analysis
- Collaborates in a variety of capital projects by researching district, ministry, federal and community needs for determining space allocation and assessing available resources.
- Builds and maintains database for sites, capacities, portables, enrolment projections and space utilization in schools.
- Coordinates implementation of facilities planning and program relocations, including associated renovations, in cooperation with Maintenance & Operations and other departments’ staff.
- Identifies school district and community trends affecting enrolment and facilities use.
- Maintains liaison with local governments, community representatives and the general public on matters related to planning and facilities.
- Prepares and maintains updated Design Aid Sheets per ECC guidelines for existing buildings and proposed projects.

Capital Planning
- Analyses statistical and narrative data with respect to major capital programs funded by the ECC.
- Prepares feasibility analysis and funding submissions (Business Case Development) to the ECC with project cost estimates and project schedules.
- Liaises with architects, consultants, contractors, district maintenance and other staff, municipal authorities, school administrators and the ECC to ensure that relevant information and requirements are reflected in the feasibility analysis.

**QUALIFICATIONS**:

- University degree in urban planning, urban geography or facilities planning with a minimum of three (3) years' experience in facilities/space planning and building projects; or an equivalent combination of training and experience.
- Familiarity with Baragar Systems demographics software (or other facilities planning and/or projections software), ESRI ARC GIS Mapping (or other mapping software) and various graphics and desktop publishing software would be an asset.
- Fluency in both spoken and written French and English.

**PERSONAL CHARACTERISTICS**:

- Considerable knowledge of capital planning with familiarity in education facilities and related public sector issues; knowledge of issues and practices related to the use of school facilities and grounds; and knowledge of minor renovation/alteration projects including consultative planning, design, budgeting and implementation.
- Ability to complete research and prepare reports, analyze and interpret statistical and narrative data and to communicate effectively orally and in writing.
- Ability to evaluate project risks and incorporate them in feasibility studies with strategies to mitigate them including allocation of contingency funds.
- Ability to forecast project schedules and incorporate in feasibility studies, including as assessment of prevalent and forecasted escalation rates.
- Ability to read and understand drawings and specifications, as well as hazardous materials reports and remediation practices and geotechnical investigation reports and their impacts to project feasibility studies.
- Ability to provide technical information and advice in matters relating to planning and feasibility of facility projects.
