The Program Manager business optimization systems is responsible for managing the selection, delivery and implementation of all business optimization systems needed for the RBT2 Program, a multi-year mega-project requiring coordination between internal and external stakeholders. Develops a program level information system strategy to ensure coordination between systems, alignment to the VFPA corporate requirements, an implementation roadmap and develop the monitoring process post implementation. This position focusses on setting up and deployment of the business optimization information system(s) needed to support the RBT2 Program and ensures that current business needs and existing tools across the entire organization as a whole are considered to facilitate an enterprise approach when and where is feasible.

Accountabilities
- Provide high-level guidance on the functions and information systems typically required on a large infrastructure programs/projects and provide structured coordination in defining the detailed business requirements specific to the RBT2 Program, including (but is not limited to) planning and development, cost, contract, risk, safety, quality and environmental permitting management.
- Identify the information systems currently in use within the industry for stakeholders and identify at a high-level fit-for-purpose future RBT2 business optimization requirement for the procurement and construction stages; uses the outputs of the assessments to develop a RBT2 business optimization strategy with corporate enterprise considerations.
- Establish corresponding program/project plan(s) as defined by the RBT2 business optimization strategy including all project scoping and planning documentation, corresponding project governance, resource requirements and costing.
- Oversee all project/program tasks (both Scrum/Agile and Waterfall) required for the delivery and successful implementation of the selected information solutions as needed to support the entire RBT2 Program.
- Analyze project inputs from various elements (e.g., budgetary, technical, compliance, policy) and correctly prioritizes issues and solutions in support of goal accomplishment
- Facilitate and participate in any consultant selection if needed in the selection, delivery and/or implementation of the information solutions
- Work with multiple stakeholders including RBT2 Program, Project Controls and Information Services and community stakeholder and indigenous relations.

Specific Competencies
- Thorough knowledge of complex projects/programs and the required project controls and tools needed to manage effectively. processes aimed at selecting, delivering, and implementing IT solutions to support business needs
- Must be detail-oriented paired with the ability to understand the broader business context and strategic importance
- Excellent organization skills, with an ability to handle multiple projects of various scales, meet tight deadlines and work independently as well as in a team environment, in a fast-paced environment
