**HIRING SALARY RANGE**:$93,803.00 - $105,529.00 per annum

**MAXIMUM OF SALARY RANGE**:$117,254.00 per annum

**AREA OF RESPONSIBILITY**:
**Business Analysis.** Liaise with the Talent Acquisition Team to gather business requirements, conduct current and future process mapping to determine the fit/gap in the planning and development of new system functionality and/or related business processes. Consult with hiring managers cross-functionally and the HR team to evaluate business needs to develop understanding of true requirements and translate into functional specifications. Present, explain, and validate analysis to ensure proposed solution meets their business needs. Lead the implementation of the applicant tracking system. Serve as a functional source of expertise in owning product backlog, providing user acceptance tests, supporting the maintenance and/or development of process improvements and changes. Advise stakeholders of current design and provide recommendations to ensure design supports local nuances.

**Coordination and Guidance.** Coordinate the assigned project end to end. This includes setting work priorities, creating documentation, assigning work to the technical team, ensuring all testing is complete, and approvals obtained before moving changes into the ATS production environment. Provide day to day coaching and support to the Talent Acquisition Team.

**EDUCATION**:

- Diploma and/or Degree in Business, Computer Science, Human Resource Management or equivalent

**REQUIRED EXPERIENCE**:

- 3 - 5 years experience working in an HR environment as a business analyst or systems analyst type role participating in /leading large scale, applicant tracking systems (ATS) or Talent Acquisition System (TAS) implementations
- Super-user experience with ATS systems or other comparable Talent Acquisition, and Talent Management solutions (Job Opening, Advertising, Screening, Recruiting, Onboarding, etc.)

**OTHER SKILLS AND ASSETS**:

- PMP/Agile Certification is an asset
- Prosci Change Management Certification or equivalent is desired
- Demonstrated knowledge, experience and analytical skills as it pertains to Human Resources and HR business policy, practices and processes
- Knowledge of HR, Payroll and IT policy, practices and integration points is required. Experience within a municipal environment preferred.
- Knowledge of SAP Success Factor, People Soft HCM, Oracle Talent Acquisition Cloud (Taleo, iCIMS), or other similar systems is an asset.
- Strong project management skills with the ability to manage multiple projects and assignments simultaneously.
- Exceptional communication, report writing and documentation skills as well as the ability to conduct effective training. Able to translate functional requirements for technical people and technical details to functional people.
- Experience in business process mapping and redesign, user interfaces, relational database concepts, system integrations, and project management techniques
